 Implementation Status and Key Decisions

  This ISR has been prepared following a supervision mission of the Secondary and Skills Development Project (SESDP) which took place from
  March 28 to April 1, 2022. Overall, the project has made significant progress in terms of legal covenants and disbursement conditions.
  In relation to legal covenants, the project had met two of the seven legal covenants, namely: (i) the recruitment of the general coordinator and two
  technical coordinators; and (ii) the recruitment of the accountant and an environmental specialist. The status of the other legal covenants is as
  follows:
            The recruitment of an independent verification agency (IVA) for the DLI is on track and will be completed by mid-May 2022.
            The Project Coordination Unit (PCU) has received non-objection on the TOR of the external auditor and is planning to finalize the
             recruitment by end-June 2022

            Drafts of the Project Implementation Manual and the Project Procedures Manual were submitted for Bank for review and comments will be
             given by end April 2022
            The institutional framework (steering committee, special tender board) remains on track and is pending the Prime Minister's approval and
             signature of the decree for the formal creation of the project. This is expected during May 2022.
  In terms of disbursement conditions for the Skills Development Funds (SDF), the progress is as follows: (i) the SDF manual has been approved by
  the Bank in February 2022; (ii) the establishment of the SDF grants committee is pending the Prime Minister's approval and signature; and (iii) the
  recruitment of key SDF personnel (Manager and Windows lead) is on track – at the recruitment will be completed by the end of April 2022.
  Despite effectiveness delays the project remains on track to meet its PDO as progress has been observed on the following results:
            Under component 1, the project had been able to make considerable progress on the development of an onboarding program for new
             teachers (DLI 3).
  Under component 2, significant progress was achieved for the development of; (i) new competency-based training (CBT) packages in selected
  economic sectors developed; (ii)and teachers training program on the new CBT packages.
  Preliminary work for the achievement of other DLR targets for Year 1 is underway, including preparation of the: (i) simplified school manual,
  definition of quality standards, and targeting for general secondary-related activities, as well as publication of school improvement plan (DLR 1), (ii)
  accreditation program for headteachers of general secondary schools (DLR 2); (iii) National Skills Development Strategy and plan (DLR 6a), (iv)
  National Qualification Framework (DLR 6b); (v) Pilot tracers studies (DLR 7b); and (vi) the concept note for the development of an integrated digital
  platform for skills development opportunities as well as a beta version of the platform (DLI 7a). These activities are expected to be completed by
  September 2022. As a result, the projected disbursement rate for FY22 is 7 percent.
