SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES The purpose of the proposed restructuring is to extend the closing date of the ESMAP grant TF0B3955 to December 31, 2023 following the acceptation of the extension of the parent trust fund TF072490 that will be finalized by end of December 2023. The Project was approved in October 2017 and became effective in July 2018. Project’s Development Objective is to scale up renewable energy investments in Haiti in order to expand and improve access to electricity for households, businesses and community services. Project’s closing date is December 31, 2024. The original Project was financed by the Scaling Renewable Energy in Low-Income Countries (SREP) trust fund in the amount of USD 19.62 million. The Project was restructured in August 2020 to reallocate across categories and carry out a minor amendment in the Project description, which allowed the Project to provide renewable energy systems for Haiti hospitals as an urgent response to COVID-19 pandemic. An Additional Financing was processed in September 2020, which provided additional funding for the electrification of healthcare facilities (US$ 2.9 million, financed through a grant from ESMAP) and for completing a rehabilitation of a small hydro plant (US$4 million, financed by IDA). In March 2023, August 2023 and November2023, the closing date of ESMAP grant was extended to August 31, 2023, October31, 2023 and November 30, 2023 respectively. Further extension to align with the Project’s closing date of December 31, 2024, was expected before December 31, 2023 once the extension of the ESMAP parent trust fund is completed during December 2023. The Project has two Components. Component 1: Grid-Connected Distributed Renewable Energy (US$12.9 million) aims at initiating the scaling up of the on-grid renewable energy investments by demonstrating the feasibility and benefits of providing renewable energy into grids and developing the policy and regulatory environment for private sector driven renewable energy investments. Sub-component 1a: supports solar PV battery storage investments to improve the reliability of electricity in healthcare and other public facilities and to feed at least one EDH isolated grid. Subcomponent1.b finances Technical Assistance. Sub-component 1.c supports completion of rehabilitation of the Drouet mini hydroelectric plant. Component 2: Off-grid Distributed Renewable Energy (US$13.62 million) aims at expanding access to clean and modern energy services to households, communities and enterprises that are not served by EDH by deploying a wide range of off-grid electrification options, including renewable energy mini grids. (Sub-component 2.a), productive and community uses (Sub-component 2.b), stand-alone off-grid solar products and mesh grids (Subcomponent2.c). US$ 1.5 million is assigned for TA (Sub-component 2.d). The Project is rated as Moderately Satisfactory, both for the progress towards achieving the DPO and for Implementation Progress. The Project has achieved important results. As of today, the Project has provided energy access over 130,000 people. Under Component 1, the Project has finalized construction of the Drouet mini hydro plant, which is providing electricity access to over 50,000 people. Under the same component, the Project finalized installments of solar PV and battery systems in five major hospitals in departmental capitals. Under Component 2, the Project has financed grants for off-grid solar systems and a pilot for mesh grids, which have resulted in electricity access for nearly 30,000 people. The Project has also resulted in the signature of the first three concession contracts for larger solar PV mini grids, with additional concessions expected to be signed in the coming months. Nevertheless, The World Bank Haiti: Renewable Energy for All (P156719) implementation has been uneven across different sub-components, and disbursement is lagging compared to the projections, reflecting the challenging country situation, including worsening security conditions. The restructuring for grant closing date extension is based on a request made by the Government in a letter date de February 10, 2023.There are no outstanding audits for the Renewable Energy for All Project, including the ESMAP grant.
