The first phase, completed by September 2023, reached 3,509 new beneficiaries. Notably, 96% of VFP beneficiaries belong to the lowest two quintiles of the income distribution. Recertification of 2,553 VFP beneficiaries occurred, with 1,574 remaining eligible. Identification of new beneficiaries used the Single Social Registry (CSU), validating eligible households led by women. Beneficiaries were paid using improved payment procedures, including biometric confirmation for the first time. The project plans to collect and update registry data to identify 991 more beneficiaries by the first trimester of 2024. The total number of beneficiaries of social safety net programs is 15,325. The government chose to adopt the open-source system CORE-MIS to monitor project activities, with implementation scheduled for the first quarter of 2024.
