This ISR covers the period from March 27, 2023 to October 1, 2023 and includes findings from the implementation support mission conducted from September 18 to 22, 2023, and subsequent monthly check-in meetings. 2. During these first months after the effectiveness, the preparatory activities for project effective start-up continue to be implemented with slight delays. In overall, activities related to the implementation of component 1 are progressing satisfactorily, but particular attention needs to be paid to component 2 to ensure the success of the Agricultural Growth Opportunity Zones also known as Zones d’Opportunité de Croissance Agricole (ZOCAs) pilot phase. The main mechanisms to boost the implementation of the ZOCA approach were identified and planned during the mission, including, among others: the treatment of land aspects, the preparation of manuals and guides, the strengthening of expertise in land tenure and agribusiness, and the strengthening of dialogue with the private sector and institutions. The PIU should focus on the implementation of these different elements to speed-up implementation process and meet the objectives. 3. The project launch workshop was held on October 10 to 12 and key recruitment processes are underway, as follow: 11/23/2023 Page 1 of 9 The World Bank Implementation Status & Results Report Mauritania Agriculture Development and Innovation Support Project (P168847)  For the first component: The recruitment process of the firm in charge of the development of the Integrated Landscape Management Plan also known as Plans De Dévelopment et de Gestion Intégrée des Paysages (PDGIP), was launched and it would be finalized in November, 2023. In parallel, the technical studies of rehabilitation of 6 small dams that will be the subject of the first landscape management plans are being finalized. Equipment and vehicle support to the Department’s regional delegations is being acquired.  For the second component: Soil studies are underway and the recruitment of a specialized firm to assist in the ZOCA implementation process and a firm in charge of conducting the economic and financial profitability studies of the two ZOCAs pilot sites is underway too, as well as the recruitment for the consulting firm for the preparation of the procedures guide.  For the third component: the monitoring and evaluation manual is being prepared. Its finalization is expected before the end of January 2024. For the fourth component: the recruitment of a consultant in charge of the development of the CERC manual is underway.
