These milestones enable verification of the first two Disbursement Linked Results (DLRs), whose deliverables were transmitted by the BCPFS (Bureau de Coordination des Programmes des Filets Sociaux; Coordination Unit of the Safety Nets Programs) on December 29, 2022: DLR 1.1 (Geographic Roll-out Strategy of the Unique Social Registry / Registre Social Unique) and DLR 4.1 (Productive Cash Transfers Program's Operations Manual). The Program has seen faster progress towards increasing access for poor and vulnerable households to safety net programs than towards improving performance of the delivery systems. The Productive Cash Transfers Program (PTMP) recruited a fifth cohort of 100,000 beneficiary households in 2023. As of early October 2023, the cohort had received its first two quarterly cash transfers, which will contribute to achieving DLRs 5 and 6. Activities linked to DLI 2 (Registre Social Unique) and DLI 9 (Shock-response) are advancing, despite initial delays, and progress is expected to accelerate. The pilot aimed at strengthening Social Centers (linked to DLI 3) has faced delays, yet acceleration is expected in the coming months following technical discussions. The Social and Environmental Safeguards specialists have been recruited; this is expected to accelerate implementation of commitments set in the Environmental and Social Commitment Plan (ESCP) and allow meeting related legal covenants, some of which are delayed.
