A total of 179 subprojects are scheduled for completion by December 2023. The project is making solid progress towards achieving its targets for social inclusion. Community mobilization activities conducted by Qishloq Facilitators (QEs) and Qishloq Engineers (QEs) have proceeded smoothly and are succeeding in promoting the inclusion of women and low-income households in local development decision-making. All 189 phase 1 communities have established mahalla development units (MDUs) and completed QDPs, which draw from the results of a series of community-led participatory exercises to identify local development priorities. 62 percent of households participated in planning, decision-making, or subproject monitoring activities (surpassing the target of 60 percent). Community mobilization activities in the 117 Phase 2 communities in Andijan, Ferghana, and Namangan regions are expected to commence in December 2023. The average value for all subprojects evaluated during this baseline audit was 0.76. Best overall quality was observed in water systems, electrical schemes and gas pipelines. Irrigation was of poor quality and roads have some challenges. Comments: The midline technical audit of 60 RIDP subprojects completed during the 2023 calendar year was carried out in from August-October 2023. The midline technical audit found that the average value for all subprojects evaluated was 0.89. The average values for RIDP subprojects was higher than the average values for the Obod Qishloq subprojects across all categories (water supply and sanitation, power supply modernization, social infrastructure modernization, and road rehabilitation).
