Mauritius - Country Partnership Framework Chair Summary* October 31, 2023 Executive Directors discussed the World Bank Group (WBG) Country Partnership Framework (CPF) for Mauritius for the period FY24-FY28. Directors welcomed the CPF’s High-Level Outcomes on improving job creation and enhancing resilience to shocks, which will be critical to support a transition to high-income status for Mauritius. Directors stressed the importance of aligning with the Evolution roadmap and supporting competitiveness, closing gender gaps, increasing institutional capacity, and enhancing crisis management systems for resilience against economic crises and climate change. Directors stressed the importance of integrating the recommendations of the planned Country Climate and Development Report in the implementation of the program to further guide WBG to help address the country’s high vulnerability to natural disasters and climate change. Directors welcomed the establishment of a knowledge platform to promote inbound and outbound knowledge exchange, including South-South cooperation. They called for the replication of the lessons learned from the implementation of Mauritius’ CPF in other small states. There was also interest in the status and World Bank support to Mauritius’ graduation path. Directors underscored the need to further strengthen Mauritius’ macro-fiscal policies, address the risks linked to an aging population and promote trade integration. They noted that the planned Performance and Learning Review would provide an opportunity to adjust the program in light of the political and economic context and to refine the CPF results framework, with greater focus on outcome-orientation and gender disaggregation. Directors emphasized Mauritius’ economic potential for diversification in sectors key for employment generation through private sector investment, and called for close collaboration between the World Bank, IFC and MIGA to attract private investments in strategic sectors to support growth and job creation.
