Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Satisfactory Implementation Status and Key Decisions The Niger Public Sector Management for Resilience and Service Delivery Program was approved for US$191,5 million by the Board of Directors of the World Bank on June 29, 2022. The project was signed by the Government of Niger on September 15, 2022, and became effective on December 29, 2022. The Program’s development objective is to strengthen public expenditure and human resources management to improve the availability in underserved areas of: (i) textbooks, and essential medicines, and (ii) teachers, and health workers in public primary schools and health centers. The Program disbursed 24 percent of its financing envelope. Thanks to a strong start, one Program Development Objective indicator is almost achieved and two Disbursement Linked-Result are met. The country situation and related consequences (reduction of the State’s budget, and closure of borders) may affect the Program’s implementation and result framework. Nevertheless, thanks to the Technical Assistance component and sufficient cash in the designated account, the key activities are ongoing under the leadership of the PIU in collaboration with ministry of education and ministry of health. The political and governance risk is increased to High. The July 26, 2023, coup d'état overthrew a democratically elected regime and triggered the operational policy 7.30 of the World Bank. In an already fragile security context, the de facto government in power has suspended all democratic institutions, including the legislative assembly, and is subject to sanctions from the international community. This political situation will affect certain aspects of project performance, notably delays in procurement processes and disbursements. The macroeconomic risk is considered High. The financial and trade sanctions applied by neighboring countries, in conjunction with the stop to official financial aid flows from development partners have affected the current and projected macroeconomic outlook, which remains highly uncertain in the absence of a political resolution. 11/7/2023 Page 4 of 12 The World Bank Implementation Status & Results Report Niger Public Sector Management for Resilience and Service Delivery Program (P174822) Results PDO Indicators by Objectives / Outcomes Strengthened public exp. and HR mgt. to improve the availability of textbooks & essential medicine IN01340606 ►Timely release of annual budget allocations to MEN and MSP (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 2.00 6.00 40.00 Date 31-Dec-2021 30-Mar-2023 16-Oct-2023 30-Jun-2028 The budget allocations had been timely released for the first three quarters.
