The project's rate of physical progress is around 100%. Works to reinforce and extend the distribution grid in Lomé are completed, allowing an improved electricity service through: (i) the rehabilitation of the Lomé A, Lomé B and Lomé Headquarters substations; (ii) the construction and rehabilitation of more than 345 km of overhead and underground medium- and low-voltage electrical networks; (iii) the construction and rehabilitation of 73 MV/LV transformer substations; and (iv) the construction of 2 reflection substations. These works have allowed to reduce the losses in Lomé area and to densify the electricity network in this area. In addition, 80,000 people in Lomé area have gained access to electricity through the connection of 20,000 household by the project. Moreover, the project has also allowed the georeferencing of all the electricity distribution grid in Lomé, and to implement the revenue protection program to reduce the commercial losses of CEET. At closure, all the main project activities are successfully completed. Concerning the PDO achievement, to date only one out of the project’s three outcomes can be measured - the number of people provided with new or improved electricity service, which is estimated at 80,000. The data to measure achievement of the other two outcomes - the reduction in distribution losses and Increased collection from targeted high‐consuming customers -, should be available in December 2023. The progress towards achievement of PDO remains Moderately Satisfactory pending availability of the remaining data. The targets relating to the kilometers of lines to be built/rehabilitated will not be met for the following reasons: (i) the target length of lines initially to be built/rehabilitated were reduced during the technical Comments: studies, before the start of the work, because some work had already been done by CEET; (ii) as a result, some of the corridors of the network initially planned are not respected and the new network length is shortened.
