Since the beginning of the 2023, a prioritized plan to accelerate the execution of the project has been implemented. In that context, some progress towards project results has been made, including the on-going recruitments for technical support on policy and legal reforms, designing of the digital information system, development and implementation of the socio-economic and production fisheries registry, development and implementation of domestic market/value-chain promotion action plan, and the socioeconomic and labor market study. With regards to infrastructure development, local authorizations have been secured for all but one sites, and the respective terms of reference for the designing of these infrastructures are at advanced preparation stage. The Costa Rica Institute of Fisheries and Aquaculture (INCOPESCA) and the National Coast Guards Services have signed the agreement to implement activities to control Illegal Unreported and Unregulated fishing. In addition, the Project has completed initial studies such as the development of the institutional capacity development plan and the systematization of the Monitoring and Evaluation for the project. With PROBLUE funding, a pilot of socioeconomic studies regarding two fishermen communities was completed in March 2023. These species were selected given their current levels of exploitation and the fact that due to their biology may show signs of recovery within the timeframe of the project as a result of management measures. Highly-migratory pelagic species are not included given that their populations can neither be managed nor monitored at national level. Given the lack of data for the application of advanced scientific methods, progress in the recovery of these fisheries Comments: will be assessed through established data-limited methods using the average length of the target species as a proxy indicator.
