It will provide veterinary services, counseling, and will serve as a point of sale of medications, as well as a training facility. Total area of a two-story structure (basement and 1 floor) will comprise 135 m2, and will include a meeting room, demonstration room (these two may be combined) with the area of 30-35 m2, two working rooms with the area of 10-20 m2, a kitchen, a storage room, and a bathroom/toilet. The basement will be used as storage. For connection to the municipal water supply system, an agreement with technical conditions has been obtained from Armenian Water and Sewerage Company (AWSC). The municipal sewerage system does not exist in the area. The flash toilet with 1 concrete septic chamber (length – 2.80 cm width – 1.90 cm, bottom depth - 20 cm) will be constructed inside of VSC building. Septic chamber will be regularly cleaned by cesspool truck during construction as well as during operation of the VSC based on an agreement to be concluded with AWSC. The building will be heated with electric heaters. The design for construction of the VSC in Mets Parni community of the RA Lori marz was developed by the Kve Nakhagits LLC under the contract dated on 08.09.2016 (Mets Parni VSC Design) concluded with APIU. Project site location The VSC will be located in Mets Parni community, Lori marz, at a distance of about 206 km from the city of Yerevan and 66 km from Ijevan (marz center) and 2-3 km from state border. The site is at the altitude of 820 under the sea level. The site allocated for construction of the VCS belongs to community. There are private houses and community sport school nearby the plot allocated for the construction of VSC. Overall duration of construction works is estimated to be four months, and one month will be required for preparatory works prior to construction. Land ownership The land plot allocated for the construction of the VSC comprises 0.0705 ha. The land is community / state owned and user rights to it are granted to the RA Ministry of Agriculture for permanent use (Certificate No26052016060022, dated 18 May 2016). Certificate is attached. Description of geographic, physical, Project area is located in the Lori marz of Armenia in the biological, geological, hydrographic administrative area of Mets Parni community. Main water artery of and socio-economic context the area is Debed river, which flows via eastern part of community. From climatic perspective, the area is located in a moderate climatic zone. Summers are hot, windy and with optimal humidity, average temperature in July is 290C, relative humidity is 45-60% and average speed of the wind is 3.0-6.0 m/sec. Winters are very cold, windy and humid, average temperatures in January vary between -15 to -300C, relative humidity is 70% and more, and average speed of the wind is 5.0-7.0 m/sec. Average annual precipitation varies within 70-100mm. Natural landscape is dry mountainous. Locations and distance for material Water for construction works will be provided by water cistern sourcing, especially track. External toilet facilities/septic chamber during construction machinery/aggregates, water, works will be temporarily installed by the Contractor or will be used stones facility of Pharmacy, located nearby. Aggregates and machinery will be obtained from the licensed providers within the project area. Contractor may choose to extract equipment himself, in which case contractor must obtain an extraction license prior to commencement of extraction. Metallic and PE pipes for water supply will be purchased from an official supplier. S. Tsarukyan presented the main purpose and details of Veterinary Service Center construction project in Mets Parni Community of Lori Marz under the Second Community Agricultural Resource Management and Competitiveness Project (CARMACP) and Engineer-constructor A. Yeranosyan highlighted technical details of construction. Environmental Management Plan with respective environmental and social impact mitigation measures was presented and explained in details by APIU Environmental Specialist A. Savadyan The role of the local community during construction works was emphasized and it has been mentioned that the information poster with all the necessary contacts will be installed for local community convenience. APIU Environmental Specialist A. Savadyan specifically emphasized that civil works will be implemented on the community owned land, in order not disturb the inhabitants; hence the installation of safety belts, safety signs and fences is not mandatory and not under strict control in those areas. However, technical supervisors should keep under control the fulfillment of all the environmental and social mitigation measures included in EMP, and report the deviations to APIU and administration of respective Contractor. It was mentioned that EMP will cover the issue of the transportation and disposal of construction wastes and excessive soil. It was also noted that prior to commencement of the civil works, the contractor obtained a written consent from Mets Parni municipality on the disposal of waste. Technical supervision of the works will be provided on monthly basis and much attention will be paid to the final restoration of the area. Yeranosyan responded to all technical questions. No special questions were received on the EMP and mitigation measures. E. Mkrtchyan presented potential social risks related to the construction works in the community under the CARMAC Project II and their elimination and/or mitigation measures. Informing the participants of the Public Consultations on the main provisions of the CARMAC II Resettlement Policy Framework Document, E. Mkrtchyan mentioned that for the construction of the Veterinary Service Center in Mets Parni Community of Lori Marz under the Project, the relevant community owned land for the VSC construction has been selected by the decision of the Community Meeting, and the land was later provided to the MoA. No private land will be used as per the Community Administration Reference on the ownership of lands used under the Project based on the Community cadastral map survey, and as per the land for VSC construction installed on the Community cadastral map by the Designing Consulting Company. The Project grievance redress mechanisms (GRMs) were disclosed in details, explaining that GRMs are also to ensure that local communities can voice their concerns to the APIU SA, in case they are unhappy with the performance of works of the contractors or with any other aspect of construction/operation activities, explaining also the advantages of submitting grievances to the relevant instances, if any. In the absence of the technical capacity of the existing systems, the works for the construction of proposed new water and sewerage systems are carried out at the expense of the owner of the building, in accordance with the technical specifications issued by “Armenian Water and Sewerage” CJSC. In case there is a demand for 24-hour water supply, a corresponding capacity water reservoir should be planned and built. Plan relevant activities for the protection of the area and the buildings against flooding, in case of overloaded sewers and system failures.
