PROJECT AND SITE DESCRIPTION
Project description                  The veterinary service center (VSC) will provide service to Mets
                                     Parni and nearby located communities. It will provide veterinary
                                     services, counseling, and will serve as a point of sale of
                                     medications, as well as a training facility. Total area of a two-story
                                     structure (basement and 1 floor) will comprise 135 m2, and will
                                     include a meeting room, demonstration room (these two may be
                                     combined) with the area of 30-35 m2, two working rooms with the
                                     area of 10-20 m2, a kitchen, a storage room, and a bathroom/toilet.
                                     The basement will be used as storage.

                                     The following construction activities will be implemented under the
                                     proposed sub-project:

                                       The works also include arrangements for water and electricity
                                       supply. For connection to the municipal water supply system, an
                                       agreement with technical conditions has been obtained from
                                       Armenian Water and Sewerage Company (AWSC). The municipal
                                       sewerage system does not exist in the area. The flash toilet with 1
                                       concrete septic chamber (length – 2.80 cm width – 1.90 cm,
                                       bottom depth - 20 cm) will be constructed inside of VSC building.
                                       Septic chamber will be regularly cleaned by cesspool truck during
                                       construction as well as during operation of the VSC based on an
                                       agreement to be concluded with AWSC.
                                       The building will be heated with electric heaters.
                                       The design for construction of the VSC in Mets Parni community of
                                       the RA Lori marz was developed by the Kve Nakhagits LLC under
                                       the contract dated on 08.09.2016 (Mets Parni VSC Design)
                                       concluded with APIU.
Project site location                  The VSC will be located in Mets Parni community, Lori marz, at a
                                       distance of about 206 km from the city of Yerevan and 66 km from
                                       Ijevan (marz center) and 2-3 km from state border. The site is at
                                       the altitude of 820 under the sea level. The site allocated for
                                       construction of the VCS belongs to community. There are private
                                       houses and community sport school nearby the plot allocated for
                                       the construction of VSC. Overall duration of construction works is
                                       estimated to be four months, and one month will be required for
                                       preparatory works prior to construction.
Land ownership                         The land plot allocated for the construction of the VSC comprises
                                       0.0705 ha. The land is community / state owned and user rights to
                                       it are granted to the RA Ministry of Agriculture for permanent use
                                       (Certificate No26052016060022, dated 18 May 2016). Certificate
                                       is attached.
Description of geographic, physical,   Project area is located in the Lori marz of Armenia in the
biological, geological, hydrographic   administrative area of Mets Parni community. Main water artery of

                                       From climatic perspective, the area is located in a moderate
                                       climatic zone. Summers are hot, windy and with optimal humidity,
                                       average temperature in July is 290C, relative humidity is 45-60%
                                       and average speed of the wind is 3.0-6.0 m/sec. Winters are very
                                       cold, windy and humid, average temperatures in January vary
                                       between -15 to -300C, relative humidity is 70% and more, and
                                       average speed of the wind is 5.0-7.0 m/sec. Average annual
                                       precipitation varies within 70-100mm. Natural landscape is dry
                                       mountainous.
Locations and distance for material    Water for construction works will be provided by water cistern

                   Annex 3. Minutes of Stakeholder Consultation Meeting


A stakeholder consultation meeting on the Environmental Management Plan and Social and
Resettlement Issues was held on September 14, 2016 in Mets Parni Community of Lori Marz.
Information on meeting day and time was posted on information board of Mets Pani Community
Mayor’s Office.

On September 14, 2016 Environmental Specialist Alice Savadyan, APIU SA Engineer-constructor
Artush Yeranosyan and Animal Health Component coordinator Sona Tsarukyan and Social Specialist
Emma Mkrtchyan carried out Environmental and Social Public Consultations in Mets Parni
Community of Lori Marz.
S. Tsarukyan presented the main purpose and details of Veterinary Service Center construction project
in Mets Parni Community of Lori Marz under the Second Community Agricultural Resource
Management and Competitiveness Project (CARMACP) and Engineer-constructor A. Yeranosyan
highlighted technical details of construction.

Environmental Management Plan with respective environmental and social impact mitigation
measures was presented and explained in details by APIU Environmental Specialist A. Savadyan
The role of the local community during construction works was emphasized and it has been mentioned
that the information poster with all the necessary contacts will be installed for local community
convenience.
APIU Environmental Specialist A. Savadyan specifically emphasized that civil works will be
implemented on the community owned land, in order not disturb the inhabitants; hence the installation
of safety belts, safety signs and fences is not mandatory and not under strict control in those areas.
However, technical supervisors should keep under control the fulfillment of all the environmental and
social mitigation measures included in EMP, and report the deviations to APIU and administration of
respective Contractor.
It was mentioned that EMP will cover the issue of the transportation and disposal of construction
wastes and excessive soil. It was also noted that prior to commencement of the civil works, the
contractor obtained a written consent from Mets Parni municipality on the disposal of waste. Technical
supervision of the works will be provided on monthly basis and much attention will be paid to the final
restoration of the area.

Some questions regarding the starting date of the construction and the Contractors were raised during
the meeting and the APIU Engineer-constructor A. Yeranosyan responded to all technical questions.
No special questions were received on the EMP and mitigation measures.
E. Mkrtchyan presented potential social risks related to the construction works in the community under
the CARMAC Project II and their elimination and/or mitigation measures. Informing the participants
of the Public Consultations on the main provisions of the CARMAC II Resettlement Policy
Framework Document, E. Mkrtchyan mentioned that for the construction of the Veterinary Service
Center in Mets Parni Community of Lori Marz under the Project, the relevant community owned land
for the VSC construction has been selected by the decision of the Community Meeting, and the land
was later provided to the MoA. No private land will be used as per the Community Administration
Reference on the ownership of lands used under the Project based on the Community cadastral map
survey, and as per the land for VSC construction installed on the Community cadastral map by the
Designing Consulting Company.
The Project grievance redress mechanisms (GRMs) were disclosed in details, explaining that GRMs
are also to ensure that local communities can voice their concerns to the APIU SA, in case they are
unhappy with the performance of works of the contractors or with any other aspect of
construction/operation activities, explaining also the advantages of submitting grievances to the
relevant instances, if any.
No specific questions on social and resettlment issues were raised during the meeting.

Water Supply
It is possible to supply water from water main in Mets Parni town at the volume of water 0.1 L/Sec.

It is necessary for that purpose to:
a) build water pipeline according to the plan
b) connect the pipeline built to P 150 mm water pipeline
c) build a manhole with regulating valves at the point of connection (demarcation point)
d) mount water meter box at the demarcation point
e) not to exceed the maximum amount of the water taken /0.1 L/Sec/

Also, the following should be taken into consideration:
a) water supply schedule will be provided, in accordance with the water supply schedule established in the
corresponding district of the residential area
b) water pressure at the connection point is approximately 3,5-4.0 atm. Pressure
c) the installation depth of the pipeline at the connection point is 1.2 m
d) the material of the pipeline at the connection point is steel.

Sewerage

No Connection

Specific Conditions
Implement the works for the connection of the water and sewer pipelines of the building to the existing systems
in the presence of the specialist from “Mets Parni ” subdivision of the Southern territorial branch of the
Company.
In the absence of the technical capacity of the existing systems, the works for the construction of proposed new
water and sewerage systems are carried out at the expense of the owner of the building, in accordance with the
technical specifications issued by “Armenian Water and Sewerage” CJSC.
In case there is a demand for 24-hour water supply, a corresponding capacity water reservoir should be
planned and built.
Plan relevant activities for the protection of the area and the buildings against flooding, in case of overloaded
sewers and system failures.
Failure to comply with the technical specifications and the defined procedures, to use the water as prescribed,
to make the payments for the services provided will result in the suspension of water supply and sewerage
services provision to the subscriber, unless the incompliances are eliminated.
The Technical Specifications are issued for a period of 2 years until August 29, 2018.

Technical Conditions for water supply connection provided from AWSC for construction of
FSC in Mets Parni. At the same time I would like to inform, that sewerage system is not exist
in Community, so please consider the installation of septic chamber for operation of FSC.

Dispose the construction waste and remaining soil, generated during construction of VSC in
RA Lori Marz Mets Parni Community in the community unused land at a distance of 4 km.

                         CONTRACT N 2213511
                                 For
NEW CONSUMER OR CONSUMER RECONSTRUCTING CONSUMPION SYSTEM CONNECTION
                     TO THE ELECTRICITY NETWORK
                                                             17.08.2016

The new Consumer or Constructor or the Consumer reconstructing the consumption system, RA MINISTRY OF
AGRICULTURE, hereinafter “the Client” represented by Mr. Artashes Kirakosyan/ chief of staff as one Party and
“Electric Networks of Armenia” “Kars” Branch, hereinafter “Supplier”, represented by Director G. Farzadan, who
acts as authorized by the Chief Director, as the other Party, hereinafter referred to “the Parties”, conclud ed this
Contract on the following:

                                           1. The object of the Contract
1.1. In accordance with this Contract, the Supplier carries out the works for the Client’s consumption system
connection to the Electricity network and the Client shall provide payment for the connection of its consumption
system to the Electricity Network.
                                         2. The Obligations of the Parties
2.1. The Supplier shall

1) Based on the request submitted by the Client, carry out the works required for the connection of the Client’s
consumption system to the Electricity Network, providing for electricity supply and registration.

Supply electricity from Electricity Post in “Mets Parni ” 60/22 kV “Spandaryan” 10 kV overhead power line of.
Replace Construct Install OM-50 transformer, 10 kV linear isolator and 10 kV circuit breaker scheme. Establish
25 meter 0,22 kV overhead power line and grounding contour. There is no incompliance in the safety zone.
Meters will be installed in the end of line; safety zone is not violated.

2) Complete the connection of the Client’s consumption system to Electricity Network and submit Power Supply
Contract proposal __/__/__ (day, month, year).
2.2. The Client shall

           1) Pay the connection fee for the connection of its consumption system to Electricity Network:
Connection fee: 44,166.67 AMD
VAT: 8,833.33 AMD
Total: 53,000.00 AMD
as it is prescribed in Point 3.
2) Inform the Supplier in written form of any changes, which may affect the terms of the connection or the
payment terms of the connection.
3. Payment procedure
3.1. The Client shall pay 50 % of the payment due for the connection of the consumption system to Electricity
network as advance payment during 5 working days after this Contract is signed.
3.2. The Client shall pay the rest of the payment for connection at least 5 working days prior to the period
defined in sub point 2 of Point 2.1 of this Contract.
