The following section presents key aspects regarding the status and progress across different project components: Component 1: Development of a sustainable fisheries sector in Nouadhibou 2/17/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Nouadhibou Eco-Seafood Cluster Project (P151058) Following the various amendments to the component noted in the last ISR, the bank team noted the successful and satisfactory update of the study on the Deep-Sea Port (PEP) of Nouadhibou as well as the finalization of the capacity building program. The Public-Private Dialogue Platform was relaunched just before the Project closed on October 28, 2021. The Bank team encouraged the ANZF to continue its implementation as an essential tool for dialogue between the various actors and for monitoring the implementation of the Nouadhibou eco-seafood strategy. In addition, the support to the new Agency for the Promotion of Investments in Mauritania (APIM) was concluded with the development of the agency’s strategy and support for participation in the Dubai World Expo and the Africa CEO Forum. Component 2: Increase the value of fishery and marketed products in fisheries cooperation with the participation of local stakeholders The bank noted that since the last ISR the implementation of the capacity building program for actors in Nouadhibou had been completed. This program was successful in delivering training to 1,100 economic operators, including 659 women. The project also finalized the construction of the refrigerated warehouse at Nouadhibou airport and the two pumping stations for the Port Autonome de Nouadhibou (PAN) and the Port Establishment of the Bay of Rest (EPBR). During the mission in November 2021, the Bank team observed that none of these were fully operational with important aspects yet to be solved (i.e., the location of the EPBR pumping station and management of the refrigerated warehouse). C. Component 3: Strengthening the business climate for the development of the private sector The commercial justice chain management software was finalized during this reporting period and training to key users delivered. Even if the platform was finalized, the Bank team advised the need to follow up with additional activities to ensure its effective deployment and sustainability. These include: (i) aftercare and maintenance support from the software provider, (ii) the set up of an IT team to assist users and ensure configurations, updates, and backups of the application, (iii) in-depth user training and (iv) resuming current commercial justice files through the software. The bank team also recommended that the web portal, which is finalized, and which makes the regulations, judgments, and rulings of commercial courts available to the public is put into service replacing the current commercial court. On PPP agenda, two studies have been finalized since last ISR. These are: (i) the study on the feasibility of social housing, and (ii) the study on the wastewater treatment plant in Nouadhibou. Likewise, the revision of the PPP law and related implementing decrees have been completed. The study related to the development of an industrial PPP sugar refinery had to be drooped as time for completion was not sufficient and changes were made to terms of reference, without notification or authorization from the WB. The update of the study on the Deep-Sea Port (PEP) of Nouadhibou was concluded satisfactorily with a Market-Sourcing event organized in Paris from October 25 to 29, 2021 with the participation of ANZF representatives, the Office of the Prime Minister and the Ministry of the Economy as well as a dozen international private investors.
