In the same case, the mayor of Zhytomyr announced the termination of the contract for the purchase of the personal protective equipment for the municipal hospital at a suspected overvalued price after the local media published investigative material on this topic. 2) ANTAC partnered with civil society organizations, MPs , NACP and other stakeholders to restore the legislation on asset declarations after the October 2020 decision of the Constitutional Court of Ukraine declaring Comments: key pillars of the asset declaration regime unconstitutional. 3) ANTAC partnered with civil society, MPs and other stakeholders to support the analysis and adoption of the legislation on re-launching the High Qualification Commission on Judges. 3) Since the start of the project, ANTAC experts have been monitoring proceedings at the High Anticorruption Court (HACC). ANTAC experts have been following 16 of the most high-profile cases at HACC. ANTAC experts participated to 198 court hearings and published 342 materials about the proceedings in traditional media and using social media channels. ANTAC’s work brought transparency to the proceedings and served as a source of information on the barriers to the effective operation of the HACC and Ukraine’s other anticorruption institutions (e.g., NABU and SAPO). For example, ANTAC has publicized that HACC judges, unlike other judges, are not able to hold participants in cases, particularly defense lawyers, administratively responsible for their behavior in proceedings for contempt of court. After this issue was identified, ANTAC provided advocacy support for a draft law that was registered in Parliament and which aims to solve this issue IN01059811 ►Stakeholders, including local councils and law enforcement agencies, national anticorruption bodies NABU, SAPO, HACC, NACP, RADA), World Bank operations and/or development partners, that indicate i (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target Value TBD -- -- TBD Date 01-Apr-2020 -- -- 31-May-2023 Stakeholders, including local councils and law enforcement agencies, national anticorruption bodies Comments: NABU, SAPO, HACC, NACP, RADA), World Bank operations and/or development partners, that indicate interest in 12/3/2021 Page 4 of 6 The World Bank Implementation Status & Results Report GPSA UKRAINE: EMPOWERING CIVIL SOCIETY AND JOURNALISTS IN OVERSIGHT AND PROMOTION OF EFFECTIVE ANTI- CORRUPTION ENVIRONME (i) Using substantive project-generated lessons on improvements in implementation and strengthening of anticorruption mechanisms (ii) Applying or sustaining elements of collaborative social accountability mechanisms supported by AntAC and Nashi Groshi after life of the project; (iii) adapting insights from the project, including at local level, to scale them through programs or policies; or (iv) apply them in additional localities or sectors.
