The project’s first procurement process to hire the project implementation unit’s (PIU) first key individual consultants had not been fully successful. The initial key positions advertised included (i) Project Coordinator, (ii) Senior Procurement Specialist, (iii) Procurement Specialist, and (iv) Financial Management Specialist. Only the proposed candidate for the Financial Management Specialist position meets the evaluation criteria is being onboarded. Based on discussions with the Bank’s task team, MDDC has made limited adjustments to the qualification criteria and re-advertised for the three remaining positions. 10/26/2023 Page 1 of 8 The World Bank Implementation Status & Results Report Smart Government II Project (P176631) The project is currently flagged for disbursement lag since its effectiveness, and it is expected for this issue to be resolved by next month. MDDC has set up the project’s designated account and is following up for their Ministry of Finance’s approval of the designated signatories. Terms of references (ToR), requirements, and specifications for various priority activities totally an estimated $15 million have been drafted and are close to finalization. MDDC and the relevant beneficiary agencies will need to finalize these documents as soon as possible with the Bank task team’s inputs to launch procurement for these activities from November 2023 onwards. The MDDC and Bank task teams continue to conduct weekly meetings to manage the project’s implementation and drive for results.
