Dear Mr. R.M.P. Rathnayake,

     Third Additional Financing for the COVID-19 Emergency Response and Health Systems
                                      Preparedness Project
                                      (Loan No. 9296-LK)
                              Amendment to the Loan Agreement

         We refer to the Loan Agreement (the “Loan Agreement”) between Democratic Socialist Republic
of Sri Lanka (the “Borrower”) and International Bank for Reconstruction and Development (the “Bank”)
dated September 27, 2021, for the COVID-19 Emergency Response and Health Systems Preparedness
Project (the “Project”).

        We also refer to the letter No. ERD/WB/Cancellation/Repurposing from the Borrower’s
Department of External Resources(“ERD”) to the Bank, dated January 24, 2023, letter dated August 2,
2023 (ERD/WB/COVID-Vol II) and the letter No. ERHSP/COVD 19/ FIN/2021/19 from the Borrower’s
Ministry of Health to the ERD, dated December 15, 2022, requesting a restructuring of the Project, which
require certain amendments to the Loan Agreement.

        We are pleased to inform you that, after due consideration, the Bank accedes to the request, and
hereby proposes to amend the Loan Agreement as follows:

1.      The table in Schedule II, Section III.A is deleted in its entirety and replaced with the following:

      Except as specifically amended in this letter of amendment, all other provisions of the Loan
Agreement shall remain in full force and effect.

        The Bank will disclose this letter of amendment and related information in accordance with the
World Bank’s Policy on Access to Information. By entering into this letter of amendment, the Borrower
consents to such disclosure.

        Please confirm the Borrower’s agreement to the foregoing by having an authorized
representative of the Borrower countersign and date the two originals of this amendment letter, and
returning one fully countersigned original to the Bank. Upon receipt by the Bank of the countersigned
copy of this amendment letter, the amendments herein shall become effective as of the date of the
countersignature.
