Phases 2 (Tanzania, PforR) and Phases 3 (Comoros, Malawi, Kenya, Somalia and the African Union Commission) are covered under separate ISRs. . The Multiphase Programmatic Approach (MPA) became effective on August 16, 2022, with the declaration of effectiveness for Madagascar on August 16, 2022, CCARDESA on September 16, 2022, IGAD on September 22, 2022, and Ethiopia on November 28, 2022. As of September 13, 2023, US$98.83 (or 12 percent of total commitment) had been disbursed. In Ethiopia, following project effectiveness, all the project regions and federal implementing agencies have initiated implementation activities based on their approved six-month work plans. Similarly, third-party implementation in the Tigray region is underway and the United Nations Office for Project Services (UNOPS) has made good progress over the last 6 months. The anticipated CERC in Madagascar was approved in April 2023 to support about 623,000 vulnerable households with cash transfers. An additional financing of US$78 million, including US$8 million from the Food Systems 2030 Umbrella multi-donor Trust Fund (FS2030) and US$20 million from the Global Agriculture and Food Security Program (GAFSP) is under preparation. The World Bank team is working with IGAD and CCARDESA to ensure that all key activities support a transformative agenda for addressing the challenges of food insecurity and resilience while underlying the value addition of regional agencies to national programs and (ii) ensuring the institutions’ relevant team members are familiar with World Bank Environmental and Social Framework tools and Procurement systems. MPA Table Multiphase Programmatic Approach (MPA) Status MPA Table Body The MPA became effective on August 17, 2022, with the declaration of effectiveness for Madagascar on August 17, 2022, CCARDESA on September 16, 2022, IGAD on September 22, 2022, and Ethiopia on November 28, 2022. In addition to the $788.1 million equivalent committed under phase 1 for the above countries, the Board of Executive Directors approved on May 31, 2023 an IDA commitment of US$300 million equivalent under phase 2 (Tanzania, PforR) as well as an IDA commitment of US$603 million equivalent under phase 3 (Kenya, Comoros, Malawi, Somalia and the African Union Commission, IPF). Malawi also received a commitment of US$15 million from the Global Agriculture Food Security Program Trust Fund, while Comoros received a US$3 million grant from the Problue Trust Fund. At the same time, the Board of Executive Directors approved an increase of the overall envelope of the MPA to US$2.75 billion. The Japanese Government has announced a contribution of US$13 million, through the Food Systems 2030 multi-donor trust fund, to support the MPA in the areas of nutrition, gender, and remote sensing/early warning systems. As of the time of this ISR, Phase 1 had disbursed 98.84 million (13 percent). Following effectiveness in Ethiopia, all the project regions and federal implementing agencies immediately commenced implementation activities based on their approved six-month work plans, and third-party implementation in the Tigray region is underway. The United Nations Office for Project Services (UNOPS) has made good progress over the last 6 months, initiating the provision of various agricultural inputs and services, including seeds, fertilizers, and extension services to reach 26,600 farmers (of which 10,640 women). Madagascar has triggered a Contingency Emergency Response Component (CERC) which is expected to benefit about 623,000 poor and vulnerable households with cash transfers, promoting good health and education practices, and economic inclusion activities. Somalia became effective on June 29, 2023 and has received a first disbursement of US$15 million. Tanzania became effective on September 5, 2023. Kenya, Comoros, Malawi and the African Union Commission are still working towards effectiveness.
