                                Amendment to the Grant Agreement

Dear Hon. Ndagijimana,

        We refer to the Grant Agreement (“Grant Agreement”) between the Republic of Rwanda
(“Recipient”) and the International Development Association (“Bank”), acting as administrator of the
Energy Sector Management Assistance Program Multi-Donor Trust Fund, dated September 24, 2020, for
the Energy Access and Quality Improvement Project (“Project”).

        We also refer to your letter dated September 29, 2023, requesting to amend certain provisions of
the Grant Agreement. The capitalized terms used in this amendment letter (“Amendment Letter”) and not
defined herein have the meaning ascribed to them in the Grant Agreement, as applicable.

         We are pleased to inform you that, after due consideration, the Association concurs with your
request, and accordingly proposes to hereby amend the Financing Agreement as set forth below:

1.     Section III.B.2 of Schedule 2 to the Grant Agreement is hereby deleted in its entirety and the rest
       of the paragraph is renumbered accordingly.

         Except as herein expressly amended, all other provisions of the Grant Agreement shall remain in
full force and effect.

        Please confirm your agreement on behalf of the Recipient, to the foregoing amendment and
revision by countersigning and dating this Amendment Letter.
