                                Second Amendment to the Financing Agreement

Dear Honorable Ndagijimana,

         We refer to the Financing Agreement (“Financing Agreement”) between the Republic of Rwanda
(“Recipient”) and the International Development Association (“Association”) dated September 24, 2020 ,
for the Energy Access and Quality Improvement Project (“Project”), as amended.

        We also refer to your letter dated September 29, 2023, requesting to amend certain provisions of
the Financing Agreement. The capitalized terms used in this amendment letter (“Amendment Letter”) and
not defined herein have the meaning ascribed to them in the Financing Agreement, as applicable.

         We are pleased to inform you that, after due consideration, the Association concurs with your
request, and accordingly proposes to hereby amend the Financing Agreement as set forth below:

1.     Paragraph (c) in Section III.B.1 of Schedule 2 to the Financing Agreement is hereby deleted in its
       entirety.

        Except as herein expressly amended, all other provisions of the Financing Agreement shall
remain in full force and effect.

        Please confirm your agreement on behalf of the Recipient, to the foregoing amendment and
revision by countersigning and dating this Amendment Letter.
