Effectiveness is expected by mid-late January, 2024. Recruitment of key staff is well underway, as are several key preparatory studies which will inform the design of the regional ISEPs, including both the soft (mainly pedagogical) elements, as well as the hard elements (infrastructure, equipment, etc). The government is also making progress on the development of the key implementation manuals which include the project implementation manual, performance-based contract manual, and competitive fund manual.
