The Project is on track to achieve its Project Development Objective (PDO) with all PDO indicators on track in line with performance targets for this reporting period. One intermediate indicator “Civil society organizations (CSOs) receiving sub-grants from Critical Ecosystem Partnership Fund (CEPF) is behind on its target reporting 20 vs 30 due to delayed roll out of the calls for proposal and challenges associated with staff recruitment. Overall, the mitigation measures to reach the targets by the end of the fiscal year include expediting issuing of the grants to CSOs that are currently in the pipeline, effective delivery of necessary 9/28/2023 Page 1 of 7 The World Bank Implementation Status & Results Report Critical Ecosystem Partnership Fund – Caribbean Hotspot Project (P173464) trainings to CSOs in October and November, and stronger collaboration with collaborative social accountability team (CSAT) team to “prime the pump” for additional CSOs eligible for financing. These actions should also lead to increased disbursement by the end of the fiscal year. So far, the Project has issued 20 grants: 12 large grants (i.e., grants over US$50,000 in value) and eight small grants (i.e., grants of up to US$50,000). With regard to capacity building activities, CSOs were provided with mentoring and hands-on support by the CEPF Secretariat and the RIT during FY23. This included delivery of two proposal development workshops for large grant applicants in July 2022 and February 2023. One large grant was awarded to Fauna & Flora, for a project to strengthen the financial resilience of four local CSOs working at priority sites in Antigua and Barbuda, Saint Lucia, and St Vincent and the Grenadines. In addition, most CSOs receiving grants under the grant mechanism contain capacity building activities and deliverables that are closely aligned with the achievement of conservation outcomes in and around the priority Key Biodiversity areas (KBAs). Under collaborative social accountability component, INTEC and its partner, Integrated Health Outreach (IHO), implemented a program of capacity building in collaborative social accountability for CSOs in Antigua and Barbuda, the Dominican Republic, Saint Lucia, and Jamaica. In the Dominican Republic, INTEC delivered a 60-hour online certificate course entitled, “Collaborative Social Accountability for Biodiversity Conservation” as a principal knowledge product that will be translated into English and be offered in FY24. INTEC and IHO also provided these CSOs with guidance to facilitate the establishment of collaborative frameworks for target geographies in these countries. This resulted in two frameworks for collaborative social accountability being signed in Antigua and Barbuda with the Department of the Environment and the Ministry of Tourism, formalizing their collaboration in the effort. Ten other frameworks are under negotiation in Antigua and Barbuda, the Dominican Republic and Saint Lucia for expected signature in FY24.
