WURI Côte d’Ivoire has made a significant leap forward on the Project’s institutional framework by adopting the ministerial decree establishing the WURI Project’s Implementation Unit under the Ministry in charge of Employment and Social Protection (MEPS). Following the adoption of the fID law and authority, key activities are expected to resume. The Regional component managed by the ECOWAS Commission has shown positive progress. The WURI Governance Framework was signed at the inaugural WURI Supervisory Committee meeting held in Lagos on April 5th, 2023. The meeting convened high level representatives from all participating member states as well as the ECOWAS Commission and the World Bank task teams. MPA Program Development Objective MPA PDO Table The Program Development Objective of this MPA is to increase the number of persons in participating countries who have government-recognized proof of unique identity that facilitates access to services. MPA Table Multiphase Programmatic Approach (MPA) Status MPA Table Body The Multiphase Programmatic Approach (MPA) has been appropriate for channeling World Bank support to the regional WURI Program, which is built around the ECOWAS Free Movement Protocol, while also taking a series of national perspectives. The MPA has allowed for adjustments on the basis of learned implementation experience from both Phase 1 and Phase 2 countries. The instrument has also allowed the Bank to respond effectively to evolving clients’ needs, while securing principal objectives. The capacity gains acquired by project implementation units (PIUs) in some countries have informed implementation in others. Finally, the MPA is allowing a regional, standards-based approach as expressed through the regional governance framework (for the six participating countries) and the ECOWAS Commission, recently adopted and signed (April 2023).
