        India: Uttarakhand Health Systems Development Project (IDA Cr. No. 5948-IN)
                                     Closing Date Extension Letter

        We refer to the Financing Agreement (“Financing Agreement”) between India (“Recipient”) and
the International Development Association (“Association”), dated March 23, 2017, and to the Project
Agreement (“Project Agreement”), between the “Association” and the State of Uttarakhand
(“Uttarakhand”) of the same date for the Uttarakhand Health Systems Development Project (“Project”).

        In addition, we also refer to the letter no. No.5/7/2011-FB-V dated September 11, 2023, from the
Department of Economic Affairs, Ministry of Finance, Government of India, requesting the Association to
extend the Closing Date of the Credit by 15 months from the current closing date of September 30, 2023.

      We are pleased to inform you that the Association concurs with the request, and hereby establishes
December 31, 2024, as the later date for purposes of Section IV.B.2 of Schedule 2 to the Financing
Agreement.
