Overall, the provinces have made significant progress in coastal forest planting and rehabilitation with the cumulative completion rate (area completed/revised target) having surpassed 80% by November 30, 2022. As planting/rehabilitation activities are ongoing in central provinces, the completion rate is expected to reach around 85% at the end of the 2022 planting season (which lasts until March 2023 for some provinces). On the other hand, progress in non-planting activities (small-scale infra, technology, and livelihood subprojects) vary across the provinces – the main reason for the low level of disbursement to date (approximately US$30 million). Strong community engagement was observed in the project sites visited by the implementation support mission in December 2022. Farmers were contracted to undertake planting and tending after receiving technical training. About 40-50 farmers per commune were involved in sandy soil planting and mangrove restoration in each visited site. The interviewed farmers were satisfied with their increased income, the new skills they have acquired as well as income from non-timber forest products (NTFPs) owing to better managed forests. Overall Comments IR Comprehensive templates for data collection for project implementation completion report have been developed and piloted by the CPCU with support from M&E consultant.
