KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The grants to the Republic of Mozambique and to the Africa Union are Effective. Effectiveness of the credit to the Republic of Madagascar is delayed due to presidential elections (November 2023) and subsequent parliamentary elections (May 2024). Twelve months after Board Approval, Effectiveness in Madagascar is significantly delayed, directly affecting implementation progress of 45 percent of resources invested in Phase 1 and limiting opportunities to apply a regional, cross-country approach to project implementation. Mozambique experienced a good pace of implementation and disbursement, reaching more than 120,000 beneficiaries in the first seven months after Effectiveness. On the contrary, implementation of the AU grant has been slow, and implementation of the Madagascar credit has stalled due to delays in obtaining Effectiveness. The MPA Learning Agenda registered some important steps forward with the launch of the pilot phase of the Community of Practice, including two virtual knowledge exchange events, and progress in strategic analytical products on (girls' and women's aspirations, as well as access to childcare services for women's economic empowerment (this last one in collaboration with IFC). 4.2 MPA Program Development Objective Original MPA Program Development Objective (Approved as part of Approval (Seq. 1) package on 28-Sep-2023) To increase girls’ and women’s educational attainment and earnings in the program areas, and to strengthen the institutional capacity to implement gender-equality policies.
