KEY ISSUES & STATUS Sep 03, 2024 Page 1 of 10 The World Bank Implementation Status & Results Report Saramacca Canal System Rehabilitation Project (P165973) 4.1 Implementation Status and Key Decisions The loan amount is US$35.0 million, of which US$12.98 million (37 percent) has been disbursed, and an additional $US11.3 million civil works contract for the Doorsteek Sluice-Lock Complex Rehabilitation was awarded on June 3, 2024. Progress towards achievement of the Project Development Objective (PDO) is rated Moderately Satisfactory, and overall implementation progress is rated Satisfactory. The status of the PDO-level indicators is as follows: 1. Number of people benefitting from reduced flood risk for a 10-year return period: 42,000 (end target: 57,000). The target is expected to be achieved through completion of the pumping station at the western outlet of the Saramacca Canal (Uitkijk). 2. Introduction of a risk-based maintenance system for the drainage of the Saramacca Canal System: upon completion of the Doorsteek Sluice-Lock Complex Rehabilitation works this target will be achieved. 3. Increased flood forecast lead time for the Saramacca Canal System: upon completion of (i) the Doorsteek Sluice- Lock Complex Rehabilitation works and updated guidelines, and (ii) operational procedures for managing flood control and navigation of the Saramacca Canal drainage system (completed), this indicator will be achieved. 4. Client's capacity to withstand an emergency has been strengthened (within one month of the occurrence of an emergency): this indicator (related to the Contingent Emergency Response Component) has been achieved. Project restructuring. The Project was restructured on July 8, 2024 to: (i) finance the installation of a pumping station at the western outlet of the Saramacca Canal (which was found, at the MTR, to more effectively contribute to the PDO than the intervention originally included in the Project design); (ii) extend the Project closing date to October 31, 2026; (iii) and adjust the Results Framework accordingly. The specific changes are as follows: - Only the ship lock and the sluice gates at the Canal's eastern outlet (Doorsteek) to the Suriname River will be rehabilitated under the Project. The pilots intended to be implemented under sub-component 1.2 have been dropped (as per a Government request letter dated June 24, 2024), and replaced by construction of a pumping station at Uitkijk (the Canal's western outlet to the Saramacca River). - The Results Framework was adjusted accordingly, including addition of the World Bank Group Scorecard indicator on people with enhanced resilience to climate risks, and adjusting the end target dates of indicators. - The Project closing date has been extended from December 31, 2024, to October 31, 2026. Overall Implementation Progress. - Subcomponent 1.1: a major civil works contract is underway for Saramacca Canal Maintenance (US$ 2.52 million, or 7.2 percent of the loan). The civil works contract for the rehabilitation of Doorsteek ship lock and discharge sluices (US$ 11.3 million, or 32 percent of the loan) was awarded on June 3, 2024. - Subcomponent 1.2: development of interventions for selected localities (Paramaribo Centre, Winti Wai /Belfima/Rahemal, and Creola) has been completed. - Subcomponent 2.1: The Greater Paramaribo Drainage Masterplan has been developed and submitted to the Project Committee. - Subcomponents 2.2 (Saramacca Canal asset management platform) and 2.3 (feasibility study for a water management platform) are being designed in parallel to the findings from Subcomponent 2.1. - Component 3 (Contingent Emergency Response) was successfully implemented in response to the COVID-19 pandemic. 5.
