KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Implementation progress of the Food Systems Resilience Program for Eastern and Southern Africa (Phase 3) across participating countries is summarized as follows: Somalia: The Project became effective on June 29, 2023 and to date five (5) of the six (6) eligible Federal Member States (FMSs) have signed their respective Subsidiary Agreements (SAs) required for their participation in the Project. In response to the 2023 flooding crisis, the Project activated the CERC for USD 28.28 million in March 2024 to support the post disaster recovery process which is now under implementation. So far, crop and livestock farmers in the 16 most affected Districts are receiving post-disaster support in synchronized vaccination and livestock disease control; supply of seeds and other farming inputs to enable them get back to crop production; and food packages from WFP to sustain their livelihoods in the intervening period before harvest. The Project Disbursement rate stands at 24.6 percent and can be attributed primarily to the implementation of the Contingent Emergency Response Component (CERC). Kenya: The two financing agreements for Kenya were signed on July 3, 2023 and the Project was declared effective on January 30, 2024. All of the envisioned 13 county governments have signed their respective County Participation Agreements – a key requirement for funds to flow to the counties. The National Project Coordination Unit (NPCU) and 13 County Project Coordination Units (CPCUs) for the project have now been fully constituted and fully staffed. The project has also established and held inaugural meetings of the Project Steering Committees and Project Technical Advisory Committees both at national and all the 13 participating counties. A digital registry of nearly one million farmers that includes their profile, the value chains they are part of, their land holding, and the geo coordinates of their farms has been developed. Comoros: Project's disbursement rate is 11percent (combined IDA and Problue TF), ten months after its Effectiveness. The implementation of priority investments is progressing well. In response to the recent flood in Comoros, project activities have been refocused to better target impacted communities. The Food Security and Nutritional Crisis Preparedness Plan (FSCPP) is currently being finalized, and a validation workshop is planned in mid-September 2024. Fisheries activities have made good progress. Malawi: To date, the project has disbursed 15 percent of the IDA resources and 7 percent of the Global Agriculture Food Security Program Trust Fund (GAFSP TF). The accelerated disbursement during the reporting period can be attributed primarily to the implementation of the Contingent Emergency Response Component (CERC) activities, timely fulfilment of the effectiveness conditions and initiation of activities under the key components. The MoA has begun the process of rolling out the National Agricultural Management Information System (NAMIS) system, and the project is in the final stages of completing CERC, with about 90 percent of maize flour distributed to the targeted population. AUC: Progress towards implementation has been slower than anticipated. The annual work plan and procurement plan have been developed and approved. Going forward AUC have comprehensive and ambitious plan for influencing policies related to the FSRP agenda.
