The progress of road improvement is substantially completed; however, a number of defects and outstanding works remain to be completed before a completion certificate can be issued. The operation and maintenance (O&M) phase were scheduled to begin soon after issuing the completion certification and will remain effective for seven years. Disbursement is at 82% for IDA and 69% for AIIB. The Project have been extended from May 31, 2023, to March 31, 2025, and will use the savings from original sections to improve a 6-kilometer road section with the condition that the government finance the gap for the RAP implementation and the OPBRC contract. Currently, it was reported that 95% of PAP signed the settlement agreement and 48% have already received compensation. The procurement of the 6- kilometer road section improvements is being finalized. The contract will be awarded to the winning bidders once the RAP implementation progress reaches 80%. 8/25/2023 Page 1 of 7 The World Bank Implementation Status & Results Report Lao National Road 13 Improvement and Maintenance (P163730) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Substantial Substantial Substantial Macroeconomic High Substantial Substantial Sector Strategies and Policies Substantial Moderate Moderate Technical Design of Project or Program Substantial Substantial Substantial Institutional Capacity for Implementation and Moderate Moderate Moderate Sustainability Fiduciary Substantial Moderate Moderate Environment and Social Substantial Substantial Substantial Stakeholders Moderate Moderate Moderate Other Moderate Moderate Moderate Overall Substantial Substantial Substantial Results PDO Indicators by Objectives / Outcomes Objective 1: Road Condition IN01331413 ►Road condition: Reduction in vehicle operating costs on the project road (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 10.00 21.00 20.00 Date 02-May-2018 19-Dec-2022 28-Jul-2023 31-May-2023 Civil works is substantially completed; however, issuance of the Completion Certificate of the civil works phase of the OPBRC has not been done yet, pending on the completion of the repair of outstanding defects, satisfactory achievement of the service level performance indicators, and the contractor’s Comments: submission of the final report. The mission suggests that MPWT further review and supported by data for reduction in Vehicle Operating Cost (VOC) on the project road by August 31, 2023. Objective 2: Road Safety IN01331414 ►Road safety: Increase in average iRAP star rating of the project road (Number, Custom) 8/25/2023 Page 2 of 7 The World Bank Implementation Status & Results Report Lao National Road 13 Improvement and Maintenance (P163730) Baseline Actual (Previous) Actual (Current) End Target Value 1.00 1.00 3.00 3.00 Date 02-May-2018 19-Dec-2022 28-Jul-2023 31-May-2023 Civil works is substantially completed. iRAP survey and assessment was carried out in May 2023 on the improved road by the Asian Institute of Technology (AIT) Thailand, with an overall star-rating of 3, which sufficiently met this indicator. However, the specific rating for pedestrian and motorcycles remains under 3 Comments: stars, which means more attention and measures are required. Objective 3: Climate Resilience IN01331415 ►Climate resilience: Project road upgraded and improved, with climate resilient measures (Yes/No, Custom) Baseline Actual (Previous) Actual (Current) End Target Value No Yes Yes Yes Date 02-May-2018 19-Dec-2022 28-Jul-2023 31-May-2023 Civil works is substantially completed; however, issuance of the Completion Certificate of the civil works phase of the OPBRC has not been done yet, pending on the completion of the repair of outstanding defects, satisfactory achievement of the service level performance indicators, and the contractor’s submission of the final report. During this mission, the team has also observed and confirmed the Comments: outstanding issues/defects identified as per the contractor’s punch-lists, and in relation to climate resilient aspects, e.g., manhole, inlet/outlet of culvert, slope protection, and cleaning of manhole, ditch and culvert. Roughness has been observed to be higher than the maximum contractual level for acceptance of a milestone, that is an IRI of 3.0 m/km on any 100-m subsection of a milestone. The overall average IRI for the entire contract road has been reported as 3.4 m/km. The mission suggests Comments: that i) contractor prepare a detailed report on the achievement of each indicator and propose a solution for any indicator that has not yet been met, ii) ISWS review the contractor’s proposal to address the non- compliance of any performance indicator, such as IRI, and make recommendations (technical and financial) to the MPWT on the way forward, iii) MPWT submit proposed solutions for technical review to the financiers (by August 31, 2023). This includes the re-measurement of IRI with calibrated equipment. 8/25/2023 Page 3 of 7 The World Bank Implementation Status & Results Report Lao National Road 13 Improvement and Maintenance (P163730) IN01331563 ►Kilometers of road upgraded from 2 to 4 lanes, with climate resilience measures (Kilometers, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 19.00 19.00 25.00 Date 02-May-2018 19-Dec-2022 28-Jul-2023 31-Mar-2025 Civil works is substantially completed; however, issuance of the Completion Certificate of the civil works phase of the OPBRC has not been done yet, pending on the completion of the repair of outstanding Comments: defects, satisfactory achievement of the service level performance indicators, and the contractor’s submission of the final report.
