The COVID-19, fiscal constraint, and a large part of road network is vulnerable to climate change impact, which required huge amount of resources for disaster emergency repair and recovery, limiting fiscal space for the government to improve other local roads Comments: outside the project as planned. This limits the number of roads in good or fair condition, which is the requirement for the road to proceed to PBC. This will affect the end target of 1,960km for this indicator, in which currently 1,221km has been achieved. Road safety audits and inspections for both local roads and NR13S have been done on a regular basis, with reports/recommendation shared with DOR/PMU/ISWS for responses and actions. As part of the lessons learned, for future road projects, the road safety audit consultant highly recommends that: (i) proper and durable traffic warning signs, (ii) require more reflective traffic cones, Comments: plastic bollards, larger speed restriction signs, and temporary safety barriers specified in the contract, (iii) a ‘field guide for safer road works in Laos’ be prepared and referenced in the contract, (iv) attention to road safety be high priority for supervision consultant(s), and (v) speed and Driving Under Influence (DUI) enforcement. Since the Strategy was approved, the National Road Safety Committee (NRSC) meeting was held more regularly, in Champasak Province on 9 May, and in Luang Prabang, 23 June 2023. Achieving Comments: the vision of reducing road fatalities by half in 2030 is challenging due to lack of resources and weak enforcement, which is why it receives high-level attention. A special instruction will be issued to enable traffic police to exercise their traffic safety enforcement mandate across the country.
