Urban Support Program
Amendment to the Financing Agreement
We refer to the Financing Agreement dated September 14, 2017, between the Republic
of Kenya ("Recipient") and the International Development Association ("Association") for the
Urban Support Program ("Operation"), as amended ("Financing Agreement"). We also refer to
the letter dated June 9, 2023 from the Principal Secretary of the National Treasury, requesting
for an extension of the Closing Date, and to your letter dated July 7, 2023 requesting for
cancellation of a portion of the Unwithdrawn Financing Balance of the Credit.
Accordingly, we are pleased to inform you that the Association hereby agrees to:
(a) cancel, as of July 10, 2023, the amount of US$ 8,575,694.80 from the Credit;
(b) consequently, revise the Withdrawal Table under Section V.A.2 of Schedule 2 to
the Financing Agreement, as set forth in the annex to this letter; and
(c) extend the Closing Date set forth in Section V.B.4 of Schedule 2 to the Financing
Agreement, till December 31, 2023.
The capitalized terms used in this letter of amendment and not defined herein have the
meaning ascribed to them in the Financing Agreement. All other provisions of the Financing
Agreement, except as expressly modified herein, shall remain in full force and effect.

Please confirm your agreement, on behalf of the Recipient, to the amendments
mentioned above by countersigning and dating the two original copies of this letter of
amendment and returning one countersigned and dated original to the Association. Upon
receipt by the Association of the countersigned and dated original copy, this letter of
amendment shall become effective as of the date of the countersignature.
