Amendment No. 1 to the Administration Arrangement between the Ministry of Finance of Japan and
the International Bank for Reconstruction and Development, acting as trustee of the Advancing Needed
Credit Enhancement for Ukraine Trust Fund (Trust Fund No.TF073981)

1.      Reference is made to the Administration Arrangement between the Ministry of Finance of Japan
(the “Contributor”) and the International Bank for Reconstruction and Development, acting as trustee of
the Advancing Needed Credit Enhancement for Ukraine Trust Fund (the “Bank”, and together with the
Contributor, the “Parties” and each a “Party”) regarding the Advancing Needed Credit Enhancement
for Ukraine Trust Fund (Trust Fund No. TF073981) (the “Trust Fund”), dated June 21, 2023
(the “Administration Arrangement”).

2.     The Parties mutually agree to amend the Administration Arrangement as follows:

       (a)     Paragraph 3(b) of the Administration Agreement shall be deleted and replaced with the
               following:

               “(b)    promptly following the effectiveness of this Administration Arrangement, an
                       amount of USD112,000 or such other amount as may be notified from time-to-
                       time in respect of Bank-executed activities and related trust fund fees in
                       accordance with the provisions of Annex 1 and Annex 3. The Contributor hereby
                       authorizes the Bank, to transfer the amount of USD 112,000 provided under this
                       paragraph 3(b) from the Policy and Human Resources Development Fund (PHRD)
                       Multilateral Account (Trust Fund No. TF083312) to this Trust Fund; and”

3.     Except as herein provided, all other terms of the Administration Arrangement will remain the same.

4.       Each of the Parties represents, by confirming its acceptance below, that it is authorized to enter into
this Amendment and act in accordance with its provisions. The Parties are requested to sign and date this
Amendment, and upon possession by the Bank of this fully signed Amendment, this Amendment will come
into effect as of the date of the last signature.
