Date 04-May-2015 15-Mar-2023 25-Jul-2023 30-Sep-2025 Comments: During FY21, following up on earlier citizen engagement on the technical designs, PESR conducted consultations in the target municipalities to obtain feedback on access needs and road safety concerns. Most of the inputs from community members during the meetings concerned the underpasses/overpasses, as well as temporary traffic management and safety issues. In response, these concerns were incorporated in final adjustments to technical designs for both lots. Additional design adjustments have also been prepared for further improvement of local accesses throughout the project implementation. The implementing agency has ensured that GRM has multiple channels. Thus, communities can access GRM directly by contacting PESR or through the site supervisor and the contractor and through on-site communication signaling. Contact information has been available in the local government premises and in the public spaces in the villages. The GRM has accepted both grievances and requests from individuals and communities about the exits and underpasses. The GRM thus also served as a channel for communication/platform between the community and the PESR. Local governments played a facilitator role in this. The communities contacted PESR either through the formal GRM "windows" or through the local governments. Each municipality had appointed a focal point to organize the feedback from the communities. More recently, PESR has received complaints about access being lost for local residents seeking to cross the project expressway. Construction of the ramp joining the expressway to the existing road system will 7/27/2023 Page 4 of 6 The World Bank Implementation Status & Results Report Road Upgrading and Development Project (P149955) cause permanent loss of access to the local community in Kratovo municipality wishing to cross to fields and towns on either side of the project road. Various solutions were discussed and a technical solution to address these concerns is in process of being finalized/approved.
