All five PDO indicators have already been achieved with the Africa Centers of Excellent (ACEs) exceeding their targets, seven out of nine Intermediate Results (IR) indicators have been achieved and the remaining two indicators are on track for achievement for the parent project. The PDO indicators are related to regional and national student 7/24/2023 Page 1 of 15 The World Bank Implementation Status & Results Report Eastern and Southern Africa Higher Education Centers of Excellence (P151847) enrolment, Memorandum of Understanding (MoU) on partnerships, accreditation of programs, and direct project beneficiaries. All IR indicators under Component 1 on Strengthening ACEs in Regional Priority Areas (the primary component) have been achieved, except the new indicator, “number of collaboration activities without a formal MoU”, which was introduced during the project restructuring in December 2021. This IR indicator is on track and has achieved 40 percent of the final target value. Most of the IR indicators for the Regional Facilitation Unit (RFU) under Components 2 and 3 have already exceeded the targets (events to foster partnerships between ACEs and private sector/industry, knowledge sharing events, and biannual reporting on Monitoring & Evaluation (M&E) of the ACEs), except the one on “reporting by ACEs on beneficiary satisfaction” which is on track for achievement. The ACEs have also contributed to the achievement of Sustainable Development Goal (SDG) targets in Africa and to the countries participating in the project. A few key areas that the research at ACEs have directly contributed to improvement of society and eventually to the SDGs include: a. Transfer of technologies/innovations to improve society: For instance, Black Soldier Fly and related entomological studies to boost fish feed production options; a trap barrier system for rodent control in rice fields (in use by over 3,000 rice farmers in Morogoro, Iringa); Hermetic Storage system for post-harvest loss prevention, in use by over 5,000 farmers; b. Development of new products: For instance, at Pharm-Biotechnology & Traditional Medicine Centre (PHARMBIOTRAC), over 30 prototypes have been developed including COVIDEX, anti-bacterial peptides from fish, ghee-based jelly, and diabetics foot cream among others; and c. Contributing to the drafting of national policies: For example, Centre for Public Health and Herbal Medicine (ACEPHEM) was involved in the drafting of a policy on traditional and complimentary medicine in Malawi and African Centre for Agro-ecology & Livelihood Systems (ACALISE) took part in the drafting of national organic agriculture policy in Uganda. The ACEs have also contributed to the tertiary education sub-sector in their countries through interventions, such as (i) training of postgraduate students; (ii) improvement in infrastructure for teaching and research (for example, 13 ACEs have invested part of the project funds to improve their teaching and research infrastructure i.e., renovated and equipped at least 17 laboratories, constructed administration blocks/offices, ICT infrastructure, students’ hostel, and lecture rooms); (iii) international and/or joint accreditation (for example, 7 ACEs have accredited 27 academic programs and 6 other ACEs are finalizing it for 18 programs); (iv) set new accreditation benchmark through encouraging ACEs to develop and accredit globally competitive academic programs; (v) strengthening of networking through academic and industry co-operation; (vi) creating a new culture of work, where individuals are accountable to results given the results based financing modality; (vii) joint publications and sustainable, transformative partnerships with other research environments; and (viii) increasing access to international teaching and research talents through faculty exchanges.
