The implementation support mission took place from June 19 to 23, 2023. The findings and recommendations from these missions are documented below. Summary of progress by project component. Component 1: Strengthening TVET Market Responsiveness and Governance. The recruitment of consultants to carry out the first sets of activities to support the governance reforms of the Technical and Vocational Education and Training (TVET) sub-sector is expected to be completed in July 2023. This will enable to launch these activities in August 2023. Moreover, a regional workshop on informal apprenticeship was organized in 6/30/2023 Page 1 of 15 The World Bank Implementation Status & Results Report Benin Vocational Education and Entrepreneurship for Jobs Project (P175768) February 2023 with representatives from 22 African countries and development partners. The workshop will enable putting in place a regional partnership on informal apprenticeship that will be supported under the project. Component 2 - Improving TVET Service Delivery. The construction activities – ten TVET agricultural schools and seven trade schools are not on track. Delays in the implementation of these activities are due to the changes in the design of the agricultural schools as well lack of understanding of the contract management agency (l’Agence pour la Construction des Infrastructures du Secteur de l'Éducation (ACISE) of its contractual duties. The main achievements to note are as follows: a partnership agreement between ACISE and the Agency for Technical Education (Agence de Development de l' Enseignement Technique - ADET) was signed in January 2023; and the architectural documents for 07 agricultural schools were shared with the World Bank. As it currently stands, the estimated cost of an LTA is very high. A value for money analysis is required to evaluate the financial viability of building an agricultural school. As it stands now, the launch of the construction activities are expected to occur between November 2023 and January 2024. Concerning the activities aimed at supporting enhanced institutional autonomy and management through twinning arrangements, they are well underway. To date, the first sets of activities are expected to be launched in August 2023. Moreover, a set of international TVET institutions and firms have been pre-identified for potential twinning arrangements in key priority sectors: digital, energy, vehicle maintenance, and fashion and clothing design. Regarding the modularization of training curricula for trades in priority sectors, a report will be available and shared with the World Bank by September 2023 for the boiler making trade. Component 3 - Promoting the Entrepreneurship Ecosystem. The recruitment of consultants for developing: (i) capacity-enhancing programs to strengthen entrepreneurship support organizations; (ii) the legal and regulatory framework governing the entrepreneurship ecosystem; and (iii) the feasibility studies to inform the start-ups and co-investment funds, are expected to be completed in July 2023. The Government sought to use project resources to kick start engagement and technical assistance for entrepreneurs in the Creative and Cultural Industries (CCIs), leveraging larger-scale investments and related institutional and structural reforms being made by the Government in the CCI ecosystem dedicated to the development of a flourishing cultural, artistic and tourist economy in Benin. The Agence de Developement de Seme City (ADSC) would need to monitor the process with the National Authority for Public Procurement (DNCMP) closely to meet the agreed deadlines for various contracts. Finally, a workshop with institutional actors and TVET teachers for the integration of entrepreneurial training activities was organized in May 2023. Monitoring of the integration of entrepreneurial training activities is planned for September 2023. Component 4: Capacity Building, Project Management, and Evaluation. A total of 20 officials composed of PCU staff, ADET, TVET Ministry officials, and TVET providers completed in June 2023 a 8-month UNESCO training on TVET sector management. Discussions were held with all the ministries involved in the project (Agriculture, Water and Energy, TVET, Digitalization, Tourism, Infrastructure and Transport) and it was agreed each ministry will put in place a focal team that will participate and support project implementation: the construction of the agricultural and trade schools, as well as discussions on management of these schools, and training programs to be developed. Finally, it was agreed that ADET and ADSC will recruit sectoral experts and additional PIU staff to support the implementation of project activities.
