The project continues to make steady implementation progress under the various components and the centers have exceeded the targets on 2 out of the 5 PDO indicators, namely, indicators on student enrollment and on internships. Regarding the PDO on student enrollment, following the most recent results verified as of March 2023 (excluding the baselines), more than 23,267 students have been enrolled (1,965 PhD, 5,223 Master’s and 16,079 Professional short courses) of which 7,476 (32 percent) are regional students and 7,857 (33 percent) are female. Regarding the PDO on internships, the project has verified that students and faculty have participated in 4,128 internships. The third indicator on developing strategic plans for regionalization is on track and the remaining 2 indicators, which are on international accreditation and substantial development impact are delayed and in progress (verification is in 2024), respectively. The PDO indicator on international accreditation of programs has been delayed because many new programs were not eligible for accreditation until 2022 since programs need to graduate at least 1 cohort of students to qualify. For institutional international accreditation the process takes between 18-24 months and many institutions are undergoing this process and achievement is expected by December 2023. Despite the delays, progress has also been made towards achievement of the PDO on international accreditation, where 7 programs have obtained international accreditation; 255 programs obtained national or regional accreditation as a prerequisite for international accreditation, and 12 additional programs completed the necessary self-evaluation and/or gap assessment as a required step toward international accreditation. Significant achievement is expected by June 2023.Regarding institutional accreditation, 12 out of the 19 host institutions completed the necessary self-evaluation and/or gap assessment as a prerequisite to achieve international accreditation. Regarding the PDO indicator on strategic plans for regionalization, 12 plans have been approved, and the remaining 7 which are either under review or are yet to be submitted by the universities are expected to be approved by September 2023. Progress had also been made towards achievement of the PDO indicator on substantial development impact with 20 centers making “progress towards development impact” following an intermediate evaluation carried out in the first semester of 2022 as measured by an independent external evaluator. The next evaluation for substantial development impact will be undertaken in 2024. To highlight two critical intermediate results, collectively, the project has verified the publication of 1,800 research articles and more than US$51 million in external revenue generated by the centers. To accelerate progress towards program and institutional international accreditation, the RFU invited three international accreditation agencies namely, the Royal Society of Biology (RSB)- UK; Agency for Quality Assurance through Accreditation of Study Programs (AQAS) – Germany; and Agency for Public Health Education Accreditation (APHEA)- Belgium, to organize three information sessions for the centers and management of the universities. Project restructuring and Extension Processing (to be completed June/July 2023). Following the Mid Term Review (MTR), the task team is working with the government representatives and the centers to finalize the project restructuring that will include:  Reallocation of the full unallocated funds of US$15.7 million. Following the analysis of center performance based on the agreed upon MTR parameters, all respective unallocated funds will be disbursed in Benin (US$1.2 million), Nigeria (US$10 million), Togo (US$2 million), Niger (US$1 million) and The Gambia (US$1.5 million). Final distribution among high performing centers and the national implementation unit in Nigeria were discussed and finalized at the national level in May 2023. All final restructuring proposals prepared based on the MTR parameters prepared by the centers and submitted to the WB task team. Each low performing center also submitted an acceleration plan to present the strategy they have in place to ensure all project activities will be achieved before the end of the project closing. All the plans were reviewed by the WB and progress is being monitored as part of the implementation support missions/meetings. In this vein, physical missions were carried out between January 29 to April 23, 2023 in Niger, Nigeria (three centers and the National Universities Commission) and Togo to finalize the project restructuring decisions and assess progress made on their respective acceleration plans.  Extension of the project closing date from June 2024 to June 2025. Considering the COVID-19 disruptions, the initial disbursement delays in Nigeria (due to delays in Nigeria’s National Assembly approving its national borrowing plan) and the procurement delays (due to weaker capacity, long and centralize process) in most of the countries, a 12-month extension for the closing date of the Second ACE Impact project has been requested as part of the MTR to ensure that centers have the time and capacity to absorb all allocated funds and maximize development impact. Official project extension requests were received from all five participating countries by end of May 2023. Key Implementation Challenges.
