Distributions of household kits and other subsistence support continue in Burkina Faso and Niger and are adapted to the needs as well as the accessibility of the areas on the basis of security risks. The timetable for the implementation of a first batch of investments in zone 1 is planned by the end of June 2023 and from September 2023 for zones 2, 3 and 4. Component 2: Transitional support towards stabilization and territorial development of communities Significant progress has been made under this component since the last mission in October. In Burkina Faso, two sub-projects have been executed for 2023 and six others are ongoing. In addition, two facilitating partners have been identified and the signature of their contract is expected by the end of June. This partnership will ensure deeper community engagement in the selection of investments. In Niger, during the last mission, the WB had stressed the need to ensure the participation of the community in the diagnosis of needs and in the prioritization of investments; and the need to accelerate the technical studies so that the works of component 2. To date, the security context continues to hamper access to communities by project staff as well as by the decentralized technical services on which the project relies for local planning at the level of the communes. Following exchanges with other countries, the PIU is considering adopting the methodology selected by Mali and Burkina Faso, which consists of partnering with local Civil Society Organization (CSO), who have a privileged relationship with and access to communities. Finally, in Mali, the selection of investments for the 1st cycle was conducted based on existing local development plans and validated at the local level. Three larger infrastructure investments are underway, including the infrastructure rehabilitation work at the fishing port of Konna (Mopti cercle), the construction of a drinking water supply system in Tonkaville (cercle de tonka in the region of Tombouctou) and the construction of rainwater drainage infrastructure in the town of Douentza (cercle de douentza). Additional investments for a total of 167 sub-projects under both components 1 and 2 will be launched over the next quarter. For the three countries, the environmental and social studies for the execution of the works constitute a source of delay in the implementation due to a lack of institutional capacity, particularly at the local level. To remedy this, each country has identified strategies to improve the process of preparing these studies. Component 3: Regional dialogue, coordination and data and capacity building The countries and ALG have made progress on this component and are on track to make the platform operational by early 2024. The three countries have an action plan for the deployment of the Knowledge Management Platform (KMP) at the national level. In order to set up the regional KMP, ALG has launched an international call for tenders to select a qualified service provider with an application deadline set for July 5, 2023. In parallel, the recruitment process for a consultancy to develop the research catalog has been completed, and work will begin at the beginning of June 2023. The mission also discussed the organization of the annual Regional Forum with the countries, ALG and the Regional Coordination Committee (RCC). The first session of the RCC took place in early March 2023. One of the key action points of the session was developing a comprehensive action plan in collaboration with countries. This plan was developed and shared with the WB and includes the roles, responsibilities, timelines and budgets for each activity to ensure effective coordination and smooth implementation. With regard to the annual Regional Development Forum on the Liptako-Gourma, scheduled for September 2023 in Niamey, a planning workshop was held in Ouagadougou between the three countries and ALG from the 29th of May to the 2nd of June. A workshop report and action plan were shared with the bank outlining the next steps for planning the Forum including modalities of implementation and amendments to the concept note. An ad-hoc committee and a research group will be set up by the end of June and will lead Forum preparations. The annual Regional Forum for the Liptako Gourma was also discussed and followed-up on during the mission. A preparatory workshop took place from May 29 to June 2, 2023 and an action plan and roadmap which lays out planning steps for the Forum but also for the research agenda was shared with the WB for comment. Overall Comments PDO Monitoring-Evaluation. Following a WB recommendation, a workshop to harmonize the monitoring and evaluation plan of the results framework was held in Bamako from April 25 to 27, 2023. This harmonization exercise has improved the definition of indicators and enabled an exchange between the three countries on the best methodology to adopt to measure certain indicators. However qualitative indicators have still not been measured and the methodology remains to be developed and baseline studies have still not been finalized for the three countries. It was agreed to hold a second workshop by June 30, 2023 to (i) adopt a common methodology for measuring qualitative indicators (ii) capitalize on the regional aspect of the project to develop common ToRs and other tools and avoid duplicating efforts; and (iii) update plans for conducting baseline studies. The majority of results to date are driven by Niger and BF due to the delay faced by Mali in reaching effectiveness following the events in country. Since the last mission in October 2022, the Mali PIU has made good progress in implementation and a first cycle of investments for the year 2023 is underway in 128 of the 144 municipalities. A total of 167 sub-projects covering components 1 and 2 have been identified and are expected to benefit 283,921 people representing more than 30 percent of the total targeted beneficiaries with results expected by the end of the calendar year.
