The Immediate Response Mechanism (IRM) was activated on April 9, 2020, and US$73.5 million of un-disbursed funds were re-allocated to the Contingency Emergency Response Component (CERC) supporting the COVID-19 response in the Health & Social Protection sectors. The Board approved an Additional Financing to replenish this amount on September 30, 2020, and 6/29/2023 Page 1 of 8 The World Bank Implementation Status & Results Report Mozambique: Cyclone Idai & Kenneth Emergency Recovery and Resilience Project (P171040) became effective on March 29, 2021. The Mid-Term Review (MTR) of the Project was implemented in December 2022; since then, a proactivity action has been under implementation satisfactorily by the two Project Implementation Units (PIUs). To date, the Government has disbursed US$95.2 million, corresponding to 46.18 percent of the credit. Project status after 5 months of the MTR: Progress on Component 1.1 (Housing): the housing recovery process started in the District of Búzi with the training of the first lot of 350 artisans for the recovery of the first 3515 houses. The contracts for the recovery of additional 1,093 homes in the District of Dondo; 6,672 homes in the City of Beira and 3,720 homes in the District of Nhamatanda, were all signed. Progress on Component 1.2 (Public Infrastructure): (i) ongoing resilient rehabilitation of 16 public buildings in Sofala Province and Beira City, with works expected to be completed by May 2024; (ii) the rehabilitation of the Ibo jetty, in the Province of Cabo Delgado and the docking of Búzi, in the Province of Sofala expected to start in early July 2023; (iii) contracts are being negotiated for the rehabilitation of 7 buildings in Cabo Delgado, in the City of Pemba (3 buildings) and in the District of Ibo (4 buildings), with works expected to start in late July 2023; and (iv) the Executive Projects and safeguard documents (Environmental Management Plan and Safety Risk Assessment) are being finalized to guarantee the start the works in July 2023. Progress on Component 1.3 (Private Sector Recovery): (i) 31 beneficiaries of the Matching Grant Program, have already received goods with a total value of MZN 32 million; (ii) bringing to 131 the number of Agreements signed with beneficiaries of 337 companies pre-selected for the Environmental and Social Screenings in the First Window of the program, of which 40% are companies owned or managed by women (compared to the previous 9 contracts signed in December 2022 totaling MZN 13.6 million); and (iii) 3,799 applications were received in for the Second Window, of which 1,556 were pre-selected for the Environmental and Social Screenings, with the expectation of signing up to 300 additional Agreements in the 7 provinces of the Country to complete the number of 550 beneficiaries foreseen as final target of the Program. Progress on Component 2 (Climate Resilience): (i) completion of the Feasibility Study, Executive Project, and Tender Documents for the rehabilitation of the Drainage System, works expected to start in September 2023 in areas free of resettlement (ii) ongoing preparation of the Environmental and Social Impact Study (EIAS) and Resettlement Action Plan (RAS) for the rehabilitation of the Drainage System, expected to be concluded in July and October 2023, respectively; (iii) preparation of the Executive Project and Tender Documents for coastal protection works is in progress, the start of works expected by the end of October 2023. Component 3: The GREPOC and AIAS Implementation Units are fully operational. Component 4. CERC: The implementation of this component was completed in June 2021 in the Health sector and in December 2021 in terms of Social Protection. The CERC Implementation, Performance, and Impact Assessment Report were completed in September 2022. The assessment found CERC's performance to be Substantial, as a result of completion, as of the assessment date, of all fiduciary processes and delivery of all assets and services provided, which contributed to mitigating the negative impacts of the Coronavirus (COVID-19). PDO and IP ratings are rated as moderately satisfactory, after the completion of the proactivity action plan defined in December 2022 during the Mid Term Review of the Project.
