Since changes have been made to the way this indicator is reported by CONAGUA, a discussion will be held during the Mid-Term Review mission to evaluate whether any adjustments to the methodology and target need to be made. These have been detailed in a document sent to the Bank (see attached documents to this ISR) and approved in December 2022. The grievance redress mechanism (GRM) is accessible to project-affected people and can receive grievances through the following channels: By email addressed to the Head of the Internal Control Body (OIC),  Through the Sistema Integral de Denuncias Ciudadanas (SIDEC) under the Ministry of Public Administration,  In writing through the OCAVM Reports Office,  In person through the General Residence for the Construction of the Cutzamala System and/or the General Residence of Operation of the Cutzamala System,  Through institutional email,  Through official letters addressed to the Director General of CONAGUA. In addition, and as part of the institutional strengthening component, the Project will continue to support CONAGUA in boosting awareness of the existence of these grievance-handling procedures among the public and to enhance the mechanisms with which grievances are redressed as they relate to the Project. CONAGUA has provided evidence that the GRM is receiving and processing complaints for past activities. Nevertheless, as project activities have yet to start implementation, this evidence does not yet concern the PROSEGHIR, and future evidence will be documented as these activities are rolled out – this could happen as early as September 2023, namely after the Project's first 4 procurement packages are launched and awarded.
