The citizen and business satisfaction surveys conducted for program services delivered to-date are generally favorable. Implementation progress has improved some with regard to the Cluster Competitiveness Initiatives, which are intended to support micro, small and medium enterprises in key sectors in each of the four Governorates. The upgrading of the targeted industrial zones in Sohag and Qena is progressing at an accelerated pace. As per the agreement at the last update, the Program re-advertised the expression of interest for a private operator to manage an industrial zone in Sohag and Qena. However, issuance of the RFP is delayed. A new system has been introduced to improve the efficiency of issuance of industrial permits. While the district service centers (DSCs) in Sohag, Qena, Minya and Assiut have made process improvements related to processing of construction permits and shop licenses, the new shop license regulations and procedures are now under implementation, and it is early to assess the performance of the new process. The pace of issuance of construction permits has been negatively affected by the new regulation due to factors beyond the control of the DSCs or governorates. During the last update, the first transfer to Minya and Assiut in March 2021 was still pending. This has now been resolved. The Program has also conducted through the Technical Quality Audit (TQA) firm two successful rounds of quality auditing process to ensure that all projects subject to this TQA process are technically acceptable and met all the sets of technical criteria and standards according to each project category and type as was clearly reflected in the IVA final report that 88 projects in Sohag and Qena have been successfully accepted. Going forward, the Program intends to support the scaling-up of selected components from the Program to all 27 governorates, facilitated through a joint "UELDP best practices" committee by the Ministry of Local Development and Ministry of Planning. The Ministry of Planning has also initiated a process to update the organization of local planning to adhere with the developed local development programs; and the executive regulation of the unified planning law 18/2022 will include the institutionalization of the best practices.
