No Page 1 of 23 The World Bank PFM and accountability to support service delivery PforR (P157507) I. PROGRAM STATUS AND RATIONALE FOR RESTRUCTURING A. Program Status 1. The World Bank’s Board of Executive Directors approved the Public Financial Management (PFM) and Accountability for Service Delivery Program for Results (PforR, P157507) on December 19, 2017. The Program became effective on December 29, 2017, with an original closing date of November 30, 2021 and overall allocation of US$400 million in International Development Association (IDA) Credit. The closing date was extended to June 30, 2023 through a Program Restructuring which was approved on November 22, 2021, and the total size of the Program was reduced to US$380 million. 2. The Program aims to improve PFM and procurement systems for better management and accountability in service delivery for health and education sectors, through the following five key result areas:  Strengthening the Legal Framework and Internal Management Systems in Line Ministries and Service Delivery Units (US$110 million);  Improved Procurement Performance (US$45 million);  Payroll and Pension Payment Systems (US$65 million);  External Audit, Legislative Scrutiny and Social Accountability (US$80 million); and  Performance-based Grants (US$80 million). 3. The Program has widespread buy-in at the strategic level, as reflected in the PFM Reform Strategy (2017) and several actions taken under the PFM Act 2019 in terms of the federal government’s transitioning toward the Treasury Single Accounting (TSA) system, decentralized payment process and delegation of full financial powers to PAOs to manage their budgets effectively for improved service delivery, to name a few. 4. The Program implementation remains on track, with both progress towards achievement of the Program Development Objective (PDO) and Implementation Progress (IP) rated Moderately Satisfactory.1 Total disbursements to date stand at US$309.61 million or 81.48 percent of the Program financing. Progress against implementation of the five key result areas and achievement of the PDO level indicators is as follows:  Key Result Area 1 focuses on strengthening the legal framework and internal management systems of line ministries and service units. This has been achieved through enactment of a PFM Law that empowers the principal accounting officers, lays principals and foundation for TSA and introduces discipline in Public Investment Management. A Cash Management and TSA policy (2019-2029) has also been implemented to save costs and increase efficiency in cash management. State Bank has linked the bank accounts in commercial banks to the tune of PKRs 98 billion through sweeping arrangement under the RTGS system. Electronic Fund Transfer is implemented in the federal government and Office of the Accountant General of Pakistan Revenue, Islamabad is planning to replicate EFT across the country and for the purpose has allocated sufficient funds in the budget for the Fiscal Year 2023-24. This will ensure sustainability of results. The passage of the Public Financial Management Law has triggered several reforms. Budgets have become more transparent and citizen friendly. A Budget Strategy Paper is now required to be submitted to the parliament and is published on the website of Ministry of Finance, mid-term budget performance reports are published on the website of the Ministry of Finance and fiscal risk statement is also published. The budget reforms mandated by the PFM law have contributed to improvements in the Budget Transparency Index Score of Pakistan from 28 points in 2017 to 46 points in 2022. 1Per the publicly disclosable Implementation Status and Results Report (ISR), approved by World Bank management on December 20, 2022: https://documents1.worldbank.org/curated/en/099311012232239593/pdf/P1575070d63ff2051093ed048d317a866e8.pdf Page 2 of 23 The World Bank PFM and accountability to support service delivery PforR (P157507)  Key Result Area 2 pertains to improved procurement performance. The E-Procurement system has been piloted in the Federal Ministries of Health and Education. In addition, the system is rolled out to 24 entities of Federal Education and Health Ministries. The system is adopted in the Government Punjab, where it is piloted in the Punjab Information Technology Board. A Memorandum of Understanding has been signed between the Federal Public Procurement Regulatory Authority (PPRA) and Provincial PPRAs. Punjab, Sindh and Khyber Pakhtunkhwa (KPK) are adopting the systems developed by the Federal Government and Baluchistan has already implemented an e-procurement system that will be aligned with the Federal System. Improvements in the Public Procurement Rules and regulations are being undertaken to support seamless implementation of the e-Procurement systems. Interoperability with different entities are completed to ensure an end-to-end solution for the e-Procurement system. Federal PPRA has prepared a detailed plan for rolling out the e-Procurement systems across all government entities in the federal as well as provincial governments.  Key Result Area 3 concerns payroll and pension payment systems. The federal government and all provinces have implemented a Direct Credit Scheme (DCS) for pension payments. After configuration of systems, each pensioners data is verified through a valid National Database and Registration Authority (NADRA) Computerized National Identity Cards (CNIC). More than 90 percent civil pensioners of the federal government are brought under the Direct Credit Scheme. In provinces of Punjab, Baluchistan, Sindh, and KPK, 100 percent of pensioners are brought under the DCS. This has helped in eliminating, thousands of ghost pensioners. An exact number and benefit accrued due to the DCS scheme shall be calculated separately. In the province of KPK, 100 percent of personnel data is reconciled and aligned with the provincial payroll. Similar reconciliation is carried out in the province of Punjab and Baluchistan. The alignment of budget data with payroll has helped improve internal controls of salary expenditure.  Key Result Area 4 addresses external audit, legislative scrutiny and social accountability. An Audit Management Information System (AMIS) was launched to enhance monitoring of the entire audit cycle. The new system provides transparent tracking of each step of the audit cycle, which includes audit planning, execution, reporting, and follow up. A system of quality assurance of the audit reports is also integrated into the system. The Auditor General of Pakistan has a backlog of 40,000 audit recommendations. These audit recommendations are, for the first time, shifted from manual to digital mode to enable auditors and members of the Public Accounts Committee (PAC) to sift through the audit reports, reduce redundancies and duplications, and thus effectively follow up on the material audit recommendations. This will help reduce the backlog of audit recommendations placed before the PAC.  Key Result Area 5 provides incentives to improve PFM performance through performance-based grants. The Finance Division has approved recommendations from the Fiscal Coordination Committee’s (FCC) regarding performance grants to provinces to incentivize provincial governments for implementing PFM reforms of the federal government. As a result, several important initiatives have taken place, including enactment of PFM Laws in all provinces, implementation of a single e-procurement system in the federal government and three provinces, electronic pension payments through DCS across all provinces, online payment system, and citizen budgets. The performance grants will support uniformity of sector reforms across all government units. B. Rationale for Restructuring 5. The Program is expected to deliver most of its results by the end of June 2023. According to the latest ISR, the program was rated “Moderately Satisfactory in terms of achieving PDO results. However, additional time is needed to complete the following critical DLRs:  DLR 3.8: 50 to 90 percent of targeted procurement packages (whose contract amount is more than PKR 5 million for goods and services and more than PKR 50 million for works) to be processed through e-Procurement for Page 3 of 23 The World Bank PFM and accountability to support service delivery PforR (P157507) targeted primary health and primary education sectors. The e-procurement system is piloted, and actual procurements are taking place through the system in the ministry of health and education. While the key activities related to implementation the system will be completed before the end of the fiscal year, additional time will be required to complete documentation and sign off the system by the respective users. DLR 4.6. Pilots replicated across one additional provincial government. This DLR requires the activation of Office Management Module of SAP system across at least two governments. The activity is completed in the Government of KPK, and is at advanced stage of implementation in the Governments of Punjab and Baluchistan. The extension will allow for these activities to be completed in the provinces. II. DESCRIPTION OF PROPOSED CHANGES 6. This restructuring proposes an extension of the Program closing date by four months, from June 30, 2023, to October 31, 2023. The extension, requested by the Government on May 18, 2023, will enable the completion of all Program activities, satisfactory achievement of the remaining Disbursement Linked Indicators (DLIs)/DLRs and full disbursement of the remaining IDA Credit. 7. The Program objectives remain relevant and achievable, and there are no overdue audits to date. No revision is required to the Results Framework and DLI Matrix. This restructuring does not require any changes to the Program Action Plan (PAP) or amendment to the Financing Agreement. III.
