This is driven primarily by the implementation of Basic Package (BP), that is the uniformed public health and education services fundamental to early childhood development and the main deliverable of the project. One of the main challenges has been the lack of data, making it difficult to objectively asses the project’s ability to achieve the Project Development Objective (PDO) within the planned timeframe. For this reason, PDO rating is downgraded to Moderately Unsatisfactory. There has been, however, promising developments. In particular, the BP Operations Manual (OM) was presented at the National Early Childhood Development Council in February 2023 and is currently being finalized by the Ministry of Finance, Ministry of Education and Science, and the Ministry of Healthcare and Social Protection of the Population. Equipment for the renovated PHC facilities is being delivered. The prenatal screening protocol and Child Growth and Development Monitoring guidelines have been approved. The development of the PB OM has progressed well and is expected to be approved in June 2023. Once approved, the BP OM will inform the bulk of remaining activities in the target districts and accelerate project implementation. In July 2023, the districts and communities targeted by the project will begin mapping and assessing ECD service needs. The grant disbursement has significantly increased from 1.6 percent to nearly 20 percent between March 2022 and February 2023. This indicates the delivery of many project activities, such as PHC facilities and KGs rehabilitation, equipment provision, and training. Over the next six months, these outputs are anticipated to translate into outcomes, such as checkups for 0-3-year-olds at PHC facilities and higher participation of 3-6-year- olds in preschool programs. Further implementation of the CGDM requires training of healthcare staff in CGDM implementation, provision of equipment for PHCs for implementation of the CGDM, equipment, and rehabilitation of three regional disability centers, and equipment for four prenatal centers. A 6-month training course will be organized for family doctors in district health centers. The MoHSP identified a list of approximately 260 doctors eligible to receive training.
