The next supervision mission will take place in the second semester of 2023. 6/20/2023 Page 1 of 9 The World Bank Implementation Status & Results Report Municipal Development and Urban Resilience Project (P155201) Overall, the project has strengthened service provision in six municipalities in the Cap-Haitian metropolitan area; improved public spaces and urban infrastructure (3.9 linear km of urban roads) in seven municipalities in the North, benefiting more than 20,000 people; improved municipal buildings in Quartier Morin and Milot; and reduced flood risk in selected areas of Cap-Haitien benefiting more than 9,900 people. The project has also enhanced capacity to respond to the COVID pandemic in 23 communes with the financing of emergency cash-transfers in urban areas, the procurement of handwashing stations, and providing the local civil protection committees with personal protective equipment. Progress per project component is as follows: Component 1. Vulnerability reduction and climate resilient urban infrastructure  Reduce Flood Risk along urban Ravines. Six of seven lots of works to reduce flood risks along the ravines of Belle-Hôtesse and Zetriye have been completed. Additional works in Lot 5 of Ravine Zetriye are underway which include the reconditioning of the APN platform for sediment reception and management.  Non-structural measures: the firm is advancing with community sensibilization activities and will start implementation of non-structural interventions throughout June 2023, including a reforestation plan aimed at increasing the tree cover on the plots upstream of the Belle- Hôtesse and Zetriye watersheds where the tree cover is deficient.  Flood management plan: A progress report of the Flood Risk Management Plan in Cap-Haitien was received in June and approved after a round of revisions by the Bank and the UCE. The firm is currently developing the hydraulic and hydrological model. Component 2. Municipal investment support, capacity building and strategic planning  Rehabilitation/Construction of municipal buildings. The rehabilitation of municipal buildings in Quartier Morin and Milot has been completed and the construction of new municipal buildings in Milot and Plaine du Nord has been launched. The construction of a new municipal building in Quartier Morin is expected to commence in the coming months.  Urban infrastructure upgrading. All sub-projects of tranche 1 and 2 have been finalized and works to solve an issue of standing water around the Limonade bridge will be launched in the coming month. Tranche 3 sub-projects are almost finished, with only minor works in Plaine du Nord to be accomplished. Component 3. CERC component.  All activities under Component 3 have been completed and targets either achieved or exceeded. The final and certified operational and financial report was received on August 7, 2022. Component 4: Project Management and Implementation Support.  The recruitment process for the new UCP coordinator has successfully concluded and a new coordinator is already in place. Annual budgets have been cleared for both PIUs and the semestrial report was submitted on time (May 16, 2023).
