Most of the agreed actions at the previous mission in June 2022 have been completed. Key progress has been made to reforming the public transport sector. The Parliament of Sierra Leone passed the Sierra Leone Public Transit Authority Act 2023 in April, and the President signed the bill into law effective April 24, 2023 . Meanwhile, to accelerate this transition, the Ministry of Transport and Aviation has established a Public Transit Planning Unit to carry out initial functions required for regulation of formal bus services. After extensive consultations, seven public transport operators/associations have formed a bus company which has now been registered as Metro Transport Company by Freetown City Council on June 6, 2023. The new bus company will soon establish its board to operate a private bus company. The progress of Civil works on Lot[LMA1] 1 has reached 70 percent. Installation of two of the four pedestrian bridges is well advanced and expected to be fully complete by end of June 2023, while the other two will be installed by end of July 2023. The civil works at Lumley market is now going well albeit some delays in the past few months due to technical issue on the foundation design. Now this issue is resolved, its expected that the works will advance per revised contract schedule. A two weeks capacity building training (from May 22 to June 2, 2023) on planning, management and operations of organized bus services were given to various stakeholders, including SLRA, SLRSA, FCC and operators. . It included a step-by-step guide on how to transform informal Operators/Owners into Public Transport Companies, key aspects of a Business Plan, training in vehicle operation and maintenance, training on how to operate a bus company, and how to sustain capacity development over the first year of bus operations. The capacity building training will continue in the coming months. In collaboration with the Global Road Safety Facility, a two days’ workshop on road safety was organized which was attended by a wide range of stakeholders, including government agencies, civil societies, representatives from transport associations, and NGOs. The objective of the training was to bring stakeholders abreast with the challenge of road safety in Sierra Leone so that the problem gets attention it deserves. It was agreed that the MoTA, represented by the PIU, will work with stakeholders and propose actions for addressing road safety challenges in the coming months.
