During the visits to the municipalities of Beira, Xai-Xai and Dondo, the mission was satisfied with the strong leadership of the Presidents of the Municipal Councils and with the results of the improvement of the capacity of their technical teams. For cycle 3 (2022), the APA was not carried out, since none of the municipalities had committed 50% of the funds from the basic allocation of the previous year, one of the eligibility criteria for allocation of performance funds. It is expected that the APA that evaluates the performance of cycle 3 (2022) will be completed by July, the results of which will be reported in the next mission. The collection Comments: targets will be set by individual municipality Overall Comments IR Component 1 The indicator number of population with access to improved local roads, and the indicator percentage of increase in population coverage of uses of municipal sanitation services, have not yet registered progress, but significant progress is expected for both indicators with the completion of works of roads in progress and works on public toilets and drainage ditches to begin. The % Maximization of Financing for Urban Development leveraged by private investment indicator is lagging. The remaining indicators do not reflect the reality of the investments selected by the project municipalities under the Municipal Performance Grants (SDMs) and will be changed in project restructuring. Additionally, infrastructure works completed in the water sector, as well as investments in public lighting do not contribute to the intermediate indicators, although both are important areas of investment for municipalities. Implementation of component 2 is delay and as such results are not yet reflected in the indicators. As part of the restructuring, some of the intermediate targets will be adjusted and some of the indicators replaced.
