DLI 1 - Primary schools implementing EdoBEST: The government reports that 99.7% of all primary schools in Edo State are implementing the EdoBEST Program. However, following the four criteria of the verification protocol, approximately 89.9% of schools meet all the criteria stipulated. The government reports that 98% of teachers in schools use tablets and implement the lesson plans. The program continues to mobilize Learning Development Officers (LDO) and Quality Assurance Officers (QAO) who regularly visit schools and provide support and feedback to teachers. The government reports that 95% and 92% of schools had frequent visits by the Learning and Development Officers and Quality and Assurance officers, respectively. Additionally, 89.9% of students are reported to have access to homework books and textbooks. DLI 2 - Secondary schools implementing EdoBEST: The government reports that 98.6% of all public junior secondary schools in Edo State are implementing the EdoBEST Program. Following the four criteria of the verification protocol, approximately 87.8% of schools meet all the criteria stipulated. The government has increased the scale of the implementation since Year 2 by approximately 5%. The government reports that 98% of teachers in schools use tablets and implement the lesson plans. The program continues to mobilize Learning Development Officers (LDO) and Quality Assurance Officers (QAO) who regularly visit schools and provide support and feedback to teachers. The government reports that 96.5% and 97% of schools had frequent visits by the Learning and Development Officers and Quality and Assurance officers, respectively. Additionally, 87.7% of students are reported to have access to homework books and textbooks. DLI 3 - Development and implementation of EdoBEST@Home: The government reports that all primary schools have been given access to EdoBEST@Home materials, and all students have access to learning materials. The mission observed a live demonstration of the learning management system that the government developed to host the repository of learning materials available to students, as well as monitor their engagement with the digital learning materials. Each student has a profile that has targeted learning materials (lesson videos, study packs, quizzes, etc.) through which student engagement is monitored. Additionally, there is a dashboard for parents to view student engagement and assessment. DLI 4 -  Development and Implementation of BEMIS: Previously, this DLR was assessed as at risk given delays in identifying and contracting a firm to build the system. The current mission was pleased to record significant progress under the DLR given that a third-party vendor has been hired to build the BEMIS and given the mission witnessed a live demonstration of the BEMIS through a training of the system for the Education Secretaries (ES) at the local government levels, who are charged with monitoring the performance of schools in their local government areas. The mission noted that the BEMIS system is developed, functioning, and being rolled out to be widely used by the SUBEB Chairman, the Education Secretaries, headteachers, and other stakeholders. This DLR is preliminarily assessed as met, but will be subject to verification by the IVA.  Teacher Performance-Based Management System: The government has made significant progress in developing a teacher performance-based management evaluation system, working with the support of a consultant hired by the World Bank during this process. The mission witnessed the stakeholder engagement and policy dialogues around the framework that has been developed. The mission urged the government to continue developing the framework in line with the feedback received from the stakeholder engagement, and to ensure the system is appropriately customized and designed in a manner that reflects the specific roles and responsibilities that are expected of teachers, and not just generic career development expectations. This DLR is preliminarily assessed as met, but will be subject to verification by the IVA. DLI 5 - Development and Implementation of Learning Assessment Strategy and System: Plans are underway for the second round of the learning assessment. As a first step, the government expanded the test item bank and several sessions of item writing and reviews took place between October 2023 and January 2024. A pilot assessment using the new test items was conducted on March 19, 2024. Some important findings have been identified (to be incorporated in the second round) and the government is currently further analyzing the results of the assessment. The second-round assessment is planned to be conducted between June and July 2024. The DLR for Year 3 is deemed as met but will be subject to formal verification. The DLR for Year 4 us on track, assuming the assessment is conducted before the end of July. DLI 6 - Quality Assurance and Accreditation of pre-service programs: The government reports that, to date, 124 pre-service teachers are undergoing training at the Colleges of Education (CoE). However, the target for this DLI is 300 pre-service teachers trained. The CoE has launched a comprehensive admissions drive for the 2023/2024 academic year to increase enrollment and accreditation of pre-service teachers under a new curriculum. Various strategies have been implemented, including the development of an admission jingle, the production of banners and flyers, and community engagement activities. The admissions team has strategically covered rural communities across the three senatorial districts to reach potential candidates. The government notes that coordinated efforts between the CoE and other governmental agencies is required to align efforts and to leverage synergies to boost enrolment. To achieve this, the CoE is exploring the involvement of a PR team to implement aggressive marketing strategies, promote the college, and increase enrollment, while attracting qualified pre-service students. The task team urged the government to strengthen the DLR's efforts, coordination and monitoring since it is currently considered at risk of achieving Year 4 results. DLI 7 - Establishment of governance structure to provide strategic and policy guidance: No remaining DLRs for the remainder of the project. All the previous DLRs were achieved. DLI 8 - Delivery of digital skills and digital entrepreneurship skills: Since September 2023, approximately 4,000 youth have been trained, reaching more than 25,000 youth. This pace suggests that this DLR is at-risk to be achieved by Year 4 given the new schedule of compressed results. The mission agreed that the government will develop a trainings projection by month and program to submit to the Bank, indicating the plans to meet the DLR. The government will also closely monitor and support enrolment drives and opportunities to reach the DLR target.
