                  Partial Cancellation of Credit Proceeds and Extension of Closing Date

        We refer to the Financing Agreement between India (the “Recipient”) and the International
Development Association (the “Association”), dated January 20, 2016 (the “Financing Agreement”), and
to the Project Agreement between the Association and the State of Bihar ( “Project Implementing Entity”)
(“Project Agreement”), of the same date, pursuant to which the Association has extended the above
captioned Credit (“Credit”) for the Bihar Kosi Basin Development Project (“Project”).

       We also refer to the letter no. F No.12/4/2018-FB.V dated May 17, 2024 from the Department of
Economic Affairs, Ministry of Finance, requesting: (i) a cancellation of four million United States Dollars
(USD 4,000,000) from the total Credit proceeds; and (ii) an extension of Closing Date for the Project.

        After due consideration of your request above, we wish to inform you of the following:

        (a)       Pursuant to Section 6.01 of the General Conditions, the Association hereby cancels, as of
                  May 17, 2024, an amount of four million United States Dollars (USD 4,000,000).
                  Accordingly, the withdrawal table set forth in Section IV.A.2 of Schedule 2 to the
                  Financing Agreement is revised to read as set forth in the Annex hereto. The commitment
                  charges on the total amount cancelled cease to accrue from May 17, 2024.

        (b)       The Association has established March 27, 2025, as the later date for purposes of
                  Section IV.B.2 of Schedule 2 to the Financing Agreement.
