Program implementation is advancing with progress observed on key Disbursement Linked Indicators (DLIs) and components as described below. Component 1: Improving Access, Quality, and Education System Management. The component performance is upgraded from Moderately Satisfactory (MS) to Satisfactory (S). Based on project and verification agency reports, 3,000 new teachers have been recruited and deployed in public primary schools with less than three state-paid teachers for more than 100 pupils (12,000 teachers in total since 2020). This has enabled the Government to achieve the annual PDO-1 result indicator (86% against a target of 85% in 2024 - BC1/DLI1: Improved distribution of teachers recruited by the state in public primary schools) for the first time since the project began. 112 897 teachers have benefited from training to increase their capacities in the effective and efficient use of new curriculum in pre-primary and primary schools. The duration of training is one week, and the training included a module on gender-based violence (PBC2/DLI2: Increased 6/3/2024 Page 1 of 12 The World Bank Implementation Status & Results Report CAMEROON Education Reform Support Project (P160926) capacities of teachers in the effective and efficient use of the new curriculum in pre-primary and primary schools). 2,269,494 additional textbooks were produced and distributed (level 1 replenishment), bringing the total to 9,493,038 essential textbooks distributed to all public primary schools (PBC3/DLI3: Increased availability of essential textbooks in public primary schools). The grants are benefiting about 557 CPCs (PBC4/DLI4: Increased access to preschool in rural areas through community preschool centers (CPCs), in line with national standards) and 517 schools hosting refugees and IDPs students (PBC 7a & 7b/DLI 7a & 7b: Improved learning environment and quality of education for children in host community schools in refugee-affected (7a) and displaced people-affected (7b).). These grants are supporting essential results to facilitate improvements in learning and inclusion of refugees, IDPs and IPs. Furthermore, the partnership with UNESCO, as part of Pillar 6 (PBC6/DLI6: Functional and operational integrated EMIS), has led to the creation of a functional online EMIS sector platform, hosted by the Institut National de la Statistique (INS), and the production in November 2023 of the first integrated statistical yearbook for the education and training sector. The implementation pace of PBC5/DLI5 (Establishment of a standardized student learning assessment system for primary and secondary education and increased share of learners achieving minimum proficiency in reading) and PBC4/DLI4 remains challenging. The government needs to set up an official learning assessment unit, with competent staffs and a clear legal framework. Component 2: Improving school effectiveness through Performance Based Financing (PBF School Grant). This component performance is maintained as Moderately Satisfactory (MS). Progress has been made in implementing the new Performance Based Financing (PBF) approach after Mid Term Review. The Ministry of Basic Education (MINEDUB) has undertaken broader consultation with key stakeholders to (i) elaboration the new PBF model for schools, regional and districts education authorities (DREB, DDEB and IAEB), (ii) revise the PBF manuals accordingly and (iii) train key implementing entities. However, the implementation of Performance-Based Financing - PBF - Grants, encountered some delays. As of March 31st, 2024, 4426 schools (out of 5000) have been enrolled in the FBP program from which only 3780 has their bank account fully operational. Action plan is agreed to speed up the contractualization process and transfer funds to all school and districts education authorities (DREB, DDEB and IAEB) before End-May 2024. A special team is sent to the filed from May 6 to 10, 2024 by the fiduciary department of the MINEDUB (DRFM) to help speed up the process. Component 3: Institutional strengthening and project management. Overall, project management is rated Moderately Satisfactory (MS). Many of the key actions recommended in the independent review of the adequacy of the project's institutional arrangements and fiduciary management performance under the MTR have been satisfactorily completed. The government has finalized and shared the 2024 Annual Work Plan and Budget (AWPB) and subsequent Project Procurement Plan (PPM) in a timely manner. The national steering committee meeting reviewed and approved the AWPB in December 2023 along with the Internal Audit action plan. Project technical, fiduciary and safeguards reports are regularly prepared and shared with the Bank for appreciation and comments. The project audit for the period from January to December 2023 is forthcoming. The project has supported also the key advisory, technical, and capacity-building activities to assist the Government to finalize its 2023-2030 Education Sector Strategy. During the preparation of this activity many high-level senior consultants interacted and shared experience with country delegation and focal points on planning, simulation and evaluation of policies and strategy to improve policy dialogue on key burning issues and reforms. Some sector studies, surveys, evaluations, technical assistance (TA), training, implementation costs related to results-based financing (PBF) school-based grants, and annual reviews were also undertaken to build capacity and share knowledge. The main constraint remains the weaknesses in the coordination between the PCU and the ministerial teams, which results many delays for producing TORs and obtaining the Bank's opinions. The M&E rating is maintained as Moderately Satisfactory because although an adequate M&E system is in place, some project indicators were sometimes collected with delay. Notwithstanding this minor challenge, the M&E system established under the project is sufficiently robust to systematically track the outputs and outcomes of the operation. Next steps A field visit is scheduled on June 2024 to (i) supervise the deployment and management of newly recruited teachers, (ii) assess the progress of PBF/school grants activities at the decentralized level, and (iii) visit some CPCs and meet with communities. The next supervision mission is planned for October 2024.
