Project Development Objective: The PDO rating is downgraded to Moderately Satisfactory based on the delayed progress towards achieving the project objectives. Baseline surveys for tracking the PDO indicators have not been conducted and the PDO indicators could be updated as of May 2023. 2. Overall Implementation Progress: The project became effective on October 21, 2022. The project has faced initial delays with COVID- 19 restrictions and partial shutdowns followed by inordinate delays in final approval of the Project Operations Manual (POM) and component-wise OMs. However, significant progress has been made through accelerated implementation of project activities by the 5/31/2023 Page 1 of 10 The World Bank Implementation Status & Results Report Accelerating and Strengthening Skills for Economic Transformation (P167506) Project Management Unit (PMU): (i) staffing of PMU: a full time Project Director (PD) has been appointed, 15 out of 27 positions of the PMU have been filled (including the PD and an Additional Project Director, APD), and three Deputy Project Directors (DPDs) from MoE, MoEWOE and others have been deputed to the PMU; (ii) POM and component-wise OMs have been approved by TMED; (iii) 21 workshops have been conducted between September 2022 to May 2023 for orientation of relevant stakeholders on Institutional Development Grants (IDG), formal short-courses, enterprise-based training, and Recognition of Prior Learning (RPL) and other relevant project activities; (iv) 118 (out of target of 151) public institutions have been selected for IDG provision and the final list is awaiting approval from; (v) technical specialists have been recruited including Financial Management, Procurement, IDG Management, and ICT consultants; (vi) partner implementing agencies have submitted their respective implementation plan to PMU; and (vii) preparatory work for land acquisition for Model Polytechnic has been conducted and final approval is awaiting at TMED. 3. Disbursement: The total project cost is US$500 million, including IDA Credit of US$300 million and GoB counterpart funding of US$200 million. The current disbursement is US$ 1.1 million. The total disbursement of US$20 million (around 60% of which will be from IDA) is expected for FY23.
