The Project was subsequently declared effective on May 18, 2022. The Project has officially been launched on November 27-29, 2022. the Project Procurement plan for year 2023 has been approved by the world Bank and all stakeholders are now able to implement their activities after the organization of two keys awareness sessions. Subcomponent 1.1: Supporting skills development and youth employment programs in RCs LDP (US$50 million) Two major activities were carried out: (i) the organization of a meeting between the Ministry for the Promotion of Youth, Professional Insertion and Civic Service (MPJIPSC), the Ministry of the Interior and Security (MIS) and the beneficiary regions of PEJEDEC3 to inform and sensitized the communities; (ii) the signing of conventions with the delegated project implementation entities and 24 beneficiary regions/districts. At this stage, it is expected that regional PIUs will be functional in May and that the activities will start in June in each region. The number of regions supported by World Bank, is now 24 instead of 20 as planned initially for two main raisons: i) the wish to cover the whole country (31 regions and two autonomous districts) in coordination with other partners (AFD in particular); ii) Changes in the financing plan of AFD between the preparation phase and the actual implementation of PEJEDEC-3. The BCPE has started the hiring process of a firm to provide technical assistance to beneficiaries to elaborate their Local Development Plans in a participatory way. As the activities in the field are expected to start no later in July 2023, it will be important to finalize this hiring process before the end of June 2023. Subcomponent 1.2: Building the capacity of RCs, ARDCI, and institutions involved in youth employment at the decentralized level (US$10 million). The Draft Agreement between the PIU and the Association of Regions and Districts of Côte d'Ivoire (ARDCI) to define their activities under the Project is now available and the signature is planned before May 31, 2023. Based on that action plan, ARDCI will play an important rule to support Regional Council in the implementation of the Project at the regional level. A workshop has been organized to make sure that all stakeholders are committed in this process. Component 2: Strengthening the TVET system’s capacity to provide better employment opportunities to and promote entrepreneurship of Ivorian youth (US$80 million equivalent). Subcomponent 2.1: Strengthening the TVET system to improve youth employability (US$35million) The Ministry for Technical Education, Vocational Training and Apprenticeship (Ministère de l’Enseignement Technique de la Formation Professionnelle et de l’Apprentissage (METFPA) has submitted its Annual Action Plan. After the validation of the Procurement plan in April 2023, activities are on the way to be implemented. The main activity is related to the construction or rehabilitation of five schools starting in year 2023. Subcomponent 2.2: Supporting school-to work transition, self-employment, and entrepreneurship (US$40million) Following Project launching in November 2022, the World bank team has encouraged the BCPE to finalize the agreements with all parties and start the implementation of activities. It was agreed with the different stakeholders that Youth Employment Agency (AEJ), National Agency for Professional Training (AGEFOP), Agency CI-PME, will be subject to a Payment Based Results system, for internships positions aiming at facilitating school-to-work transition, upgrading programs for qualified young people who are long-term unemployed and work-study programs for young Ivorians in companies which need their services. The convention between AEJ has been signed and an advance has been provided to allow the agency to start the activities on the field. the agreement with AGEFOP is in final stage and should be signed before the end of May 2023. For CI- PME there is a delay in the process and the PIU is encouraged to address it before the end of June 2023. This structure is not yet operational but will help in the monitoring and the establishment of an information system for the employment sector. In fact, the decree appointing Board members and Scientific Council has been signed, but until now appointment of the Directory has not been done. The Task Team encourage the government to finalize the process and ensure that ONEF is functional before the end of FY23. Component 3: Project management and M&E (US$10 million) The Project implementation Manual (PIM) has been validated by the client then approved by the WB task team. The Project's Action Plan for year 2023 was also approved by WB task team. For the period under this ISR the following key points can be highlighted: i) all staff dedicated to PEJEDEC-3 are in place; (ii) the decree of the project's Strategic Steering Committee (SPC) was revised and signed as planned; iii) the first meeting of the Steering Committee which validated the project's PTAB 2023 was held in November 2022; iv) The recruitment of the Independent Verification Agency (IVA) is ongoing and will be finalized in July. The PIU is conducting meetings with stakeholders for strong commitment and a common understanding of the project. PIU is also submitting reports every quarter as planned. The bank team is conducting regular meetings with the PIU and other stakeholders to support the implementation of the project and ensure quality outputs.
