KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The implementation of the Housing Recovery Project continues to progress. Key accomplishments include: (i) enrollment of 415 beneficiaries; (ii) submission of 387 plans to the Physical Planning Division, with 308 receiving approval; (iii) resolution of more than 170 land ownership documentation issues; and (iv) signing of 319 house construction contracts, and completion and handover of 241 houses. However, the project's progress is hindered by several challenges: (a) inadequate capacity of the contractors; (b) subpar contractor performance necessitating the termination of multiple contracts; (ii) challenges posed by the difficult site conditions due to access, steep slopes etc; (iii) increase in construction costs, necessitating an increase in the grant ceiling; and (iv) the inability of some beneficiaries to furnish adequate land tenure documentation. The Project Management Unit is making diligent efforts to resolve the implementation issues and expedite the housing construction. 5.
