Amendment No. 2 to the Administration Arrangement between the United States of America, acting
 through the Department of State, and the International Development Association regarding the Haiti
                             Reconstruction Fund (MTO No. 069016)

1.      Reference is made to the Administration Arrangement between the United States of America,
acting through the Department of State (the “Donor”) and the International Development Association
(“IDA” or “Bank”) as trustee of the Haiti Reconstruction Fund (the “Trustee”, and together with the Donor
“Participants” and each a “Participant”) regarding the Haiti Reconstruction Fund (MTO No. 069016) (the
“Trust Fund”) effective as of July 28, 2015, as amended (the “Administration Arrangement”).

2.      The Participants mutually decide to amend the Administration Arrangement as follows:

        a.       Paragraph 10.1, Section B of Annex 1 will be deleted and replaced with the following:

        “10.1 It is expected that the Contributions will be fully disbursed by the Trustee by June 30, 2025.
        The Trustee shall only disburse Contributions for the purposes of this Agreement after such date
        with the written approval of the Donors.”

3.      All other terms of the Administration Arrangement will remain the same.

4.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Amendment and act in accordance with its provisions. The Participants are requested to sign and
date this Amendment, and upon possession by the Bank of this fully signed Amendment and respective
amendments signed by all other donors to the Trust Fund, this Amendment will become effective as of the
date of the last signature.
